COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES WEDNESDAY, MARCH 20, 2019 – FOLLOWING REGULAR MEETING COLUMBUS CITY HALL 1. Roll Call: Present: Council President Traxler, members Clark, Hendrickson, Reid, Theilen, Thom; City Administrator Vander Sanden, City Attorney Johnson, City Clerk Goebel, Matt Schreiber, interested citizens and the media. 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Hendrickson, second by Theilen to amend the agenda and remove item #10. Carried voice vote. 4. Citizens Comments on agenda items: None. 5. Department Reports: place on file: Lifestar – February 2019, Police Report – February 2019, Fire Report – February 2019, Treasurer's Report – February 2019, Senior Center Report – January, February 2019 6. Committee Minutes: place on file: HLPC – 02/26/19, Senior Citizens Advisory – 01/03/19, CDA – 02/04/19, Recreation – 02/04/19, CWL – 02/14/19 7. Review CDBG-Close Issue: Schreiber explained the CDBG-close and discussed several option. Council has until February 2020 to make decision. 8. Municipal Court Ad Hoc Committee – Update: purchase of office supplies and software has begun. 9. Review and discuss Job Description for the Municipal Court Clerk: if job description is accectible, would like permission to begin advertising for the position. The City would like applicants ready for the new judge to consider. Move Forward to April 1 Regular meeting and approve advertising for the position. 10. Review City Organizational Chart: removed from agenda and moved to April 1 Committee of the Whole. 11. Discuss Landscape Recycling Center Project: Vander Sanden offered a concept to re-organize the recycling center including separate bunkers for clippings, brush, clippings; dumpsters; composting options; asphalt drive. 12. Convene to closed session pursuant to §19.85(1)(c) considering employment, promotion, compensation or performance evaluation data for any public employee over which the governmental body has jurisdiction or exercises responsibility (City Administrator 360 Evaluation process) Motion by Hendrickson, second by Thelien to convene to closed session.
