COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES TUESDAY, MAY 21, 2019 – FOLLOWING REGULAR MEETING COLUMBUS CITY HALL 1. Roll Call: Council President Traxler; Alders Johnson, Reid, Ryan, Theilen, Thom; City Administrator Vander Sanden, City Attorney Johnson, City Clerk Goebel; interested citizens and the public. 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Johnson, second by Thom to approve the agenda. Carried voice vote. 4. Citizens Comments on agenda items: None 5. Department Reports placed on file: Fire Dept - April 2019, Police Report – April 2019, Treasurer's Report – April 2019 6. Committee Minutes placed on file: CW&L Minutes – April 11, 2019, PFC Minutes – May 1, 2019 7. Review letters of application for the vacant District 1 Aldermanic seat: Letter of interest due by noon on Friday May 31. Forward to Regular meeting June 4, 2019. 8. Review and consider donation of a water fountain for Meister Park from the Columbus Lion’s Club: Option 1 is easier to winterize. Forward to Regular meeting June 4, 2019 9. Review submittal for the Compliance Maintenance Annual Report (CMAR) for the WWTP: achieved 4.0 rating by the DNR – perfect score. Forward to Regular meeting June 4, 2019 10. Review WWTP Filter Room Painting project and discuss selected contractor proposal: budgeted $95,000, bid came in at $73,200. Forward to Regular meeting June 4, 2019. 11. Review and discuss replacement of the small end loader at DPW: recommend going with Miller- Bradford. Will use money in budget for down-payment, and finance in 2020. Forward to Regular meeting June 4, 2019. 12. Community Sidewalk maintenance plan – update on progress: will do city-wide assessment which could tie into GIS for future plans. Return to COW for further study. 13. Review and discuss the condition of the pillars at the Fireman's Park Pavilion: concerns with costly engineering study with no repairs. Return to COW for further study. 14. Review Applications for Alcohol License renewals: Licensing period 07/01/19 - 06/30/20: Renewal license applications for Class "A" Fermented Malt Beverage & "Class A" Liquor & Fermented Malt Beverage, Class "B" Fermented Malt Beverage & "Class B" Liquor & Fermented Malt Beverages were reviewed with Council requesting staff to include in the review where all alcohol will be stored, sold, and consumed (if applicable) and also include detailed premises descriptions from both the previous year and current year. Return to COW June 4, 2019. 15. Review Applications for Tobacco License Renewals: Licensing Period 07/01/19 – 06/30/20: Tobacco License applications were reviewed. Forward to Regular meeting June 4, 2019. 16. Review and consider having new street light poles painted black for the 2022 STH 89 Project: Consensus was to have them painted black to match the downtown.
