COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES TUESDAY, JULY 9, 2019 – FOLLOWING REGULAR MEETING COLUMBUS CITY HALL 1. Roll Call: Present: Mayor Thom, alders Gray, Johnson, Reid, Ryan, Theilen; City Attorney Johnson, City Clerk Goebel. Excused Alder Traxler, Vander Sanden 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Theilen, second by Johnson to approve agenda, giving Mayor Thom discretion to move items around as needed. Carried voice. 4. Citizens Comments on agenda items: None. 5. Department Reports: None 6. Committee Minutes: HLPC – 06/20/19 Placed on file. Johnson noted the minutes did not reference placing City properties on historic preservation status. 7. Review Application for a Class B Beer & Class C Wine License: Yumyum Thai Kitchen LLC: Owner Dan Hager introduced himself and gave a short presentation for his restaurant. Forward license applications to Regular meeting July 23. 10. Review drainage project at the Public Safety Building: Repair costs range $1350-$4350. Will check with City Administrator before forwarding to Regular meeting. 11. Consider Request by the Police Department to dispose of police vehicles: Chief Weiner requested permission to place squads online to sell. Forward to Regular meeting July 23. 12. Consider Request by the Recreation Department to dispose of cheerleading materials: Recreation Director requested permission to sell cheerleading materials online. Forward to Regular meeting July 23. 13. Consider donation of a basketball hoop and new tables for the Columbus Area Aquatic Center from CAAC, Inc: Forward to Regular meeting July 23. 8. Consider changing the August 6 Council meeting date for National Night Out: No Consensus - Forward to Regular meeting July 23. 9. Review and consider suggested ordinance changes related to the City of Columbus Municipal Court: Several revisions to the ordinance. Forward to Regular meeting July 23. 14. Discussion of possible Subcommittee to work on code revisions: Consensus to create sub- committee to review code of ordinances. Forward to Regular meeting July 23. 15. Consider and discuss possible Municipal Review of Commercial Building Permits: allows the City & City's Building Inspector to review smaller projects not requiring state approved plans, and to allow for smaller fees and faster turn-around. Draft ordinance to Committee of Whole July 23. 16. Convene to closed session per §19.85(1)(e) deliberating or negotiating the purchase of public properties, the investment of public funds, or conducting other public business, whenever competitive or bargaining reasons require a closed session, specifically to discuss potential developments in the City of Columbus: Motion by Theilen, second by Ryan to convene to closed session at 8:10 pm. Roll call vote unanimous. Motion by Ryan, second by Gray to reconvene to open session at 8:46 pm. Roll call vote unanimous. 17. Adjourn: Motion by Gray, second by Ryan to adjourn at 8:46 pm.
