COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES
TUESDAY, AUGUST 6, 2019 – FOLLOWING REGULAR MEETING
COLUMBUS CITY HALL
1. Roll Call: Present: Council President Traxler; Alders Gray, Johnson, Reid, Ryan, Theilen,
Thom; City Administrator Vander Sanden, City Attorney Johnson, City Clerk Goebel; interested
citizens and the media.
2. Notice of Open Meeting: Noted as posted.
3. Approve Agenda: Motion by Theilen, second by Ryan to approve. Carried voice vote.
4. Citizen Comments: None.
5. Department Reports: Placed on file: CASC – July, 2019
6. Committee Minutes: Placed on file: HLPC – 08/11/19, 08/18/19, 08/29/19; CASC – 08/11/19
7. Review and consider the creation of Tax Incremental District #5: Decided to go with mixed
use TID to all for multiple types of business rather than amend the TID at a later date. Public
Hearings with the Plan Commission and Joint Review Board are scheduled for August 29 to
discuss the TID #5. Forward to Regular meeting August 20.
8. Review and consider Resolution 12-19: A Resolution to authorize the creation of Tax
Incremental District #5: Forward to Regular meeting August 20.
9. Review & Consider a farm lease revision with Sennview Farms for lands near the
Wastewater Treatment Plant: City received a request to turn the land next to the WWTP into a
nature farm. Farmer willing to revise the lease at the end of the planting season. Will do a deep
till after the crop is harvested. Requested an easement to access his land across the river.
Concerns with permanent easement. Return to COW with revised lease, property description,
and map.
10. Discussion of Ordinance to address the designation of Local Historic Landmarks in the
City of Columbus: Johnson requested Council to discuss and make amendments to the
ordinance to allow owners of property to petition historic designations place on their property and
to make a formal statement on the petition placed on the Library Annex. Return to COW.
11. Report and discussion about a leak at the Columbus Area Aquatic Center:
Discussion of leak at the pool. Unknown where it coming from. DPW Director Navin gave an
overview of the costs of additional chemicals and the loss of water. Suggestions were to scale
back hours and to close the pool for the season after August 25.
Motion by Ryan, second by Gray to temporarily adjourn the Committee of the Whole meeting at
8:35. Carried voice vote.
Motion by Thom, second by Ryan to reconvene the Committee of the Whole meeting at 8:38 pm.
12. Convene to closed session pursuant to §19.85(1)(c) considering employment, promotion,
compensation or performance evaluation data for any public employee over which the
governmental body has jurisdiction or exercises responsibility (City Administrator Evaluation
process): Motion by Ryan, second by Johnson to convene to closed session at 8:39 pm. Roll call
vote unanimous.
13. Reconvene to open session: Motion by Ryan, second by Johnson to return to open session at
9:43 pm. Roll call vote unanimous.
14. Adjourn: Motion by Ryan, second by Theilen to adjourn at 9:43 pm. Carried voice vote.
