COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE TUESDAY, AUGUST 20, 2019 – FOLLOWING REGULAR MEETING 1. Roll Call: Present: Council President Traxler, Alders Gray, Johnson, Reid, Ryan, Theilen, Thom; City Administrator Vander Sanden, City Attorney Johnson, City Deputy Clerk Fude, interested citizens and the media. 2. Notice of Open Meeting: Noted at posted. 3. Approve Agenda: Motion by Ryan, second by Thom to approve the agenda. Johnson asked to amend agenda to change #11 from “produces” to “procedure”. Ryan and Thom withdrew their motions. Motion by Ryan, second by Thom to approve the amended agenda. Carried voice vote. 4. Citizen Comments on agenda items: Carolyn Frederick spoke on behalf of the HLPC history of Historic District and designations. 5. Department Reports: place on file - Police Report – July 2019, Fire Report – July 2019, DPW Report – July 2019, Media Coordinator Report – July 2019, Treasurer’s Report – July 2019 6. Committee Minutes: place of file - CWL – 7/11/19, Recreation – 4/8/19, 6/10/19 7. Review Ruekert-Mielke report on Farnham Street sanitary sewer redirection in preparation for the State Hwy 89 Project: Was approved in May to look at some alternatives. Draft was presented. Will finalize and forward to Regular Council on September 3rd, 2019. 8. Review and consider Ruekert-Mielke Task Order 2019-05, related to work on the Columbus Water Quality Trading Program: WWTP is facing significant reductions in phosphorus. Reviewed water quality trading. Agreement covers services for the remainder of 2019 in the amount of $15,425.00. Forward to Regular Council September 3rd, 2019. 9. Review funding request of Columbia County Economic Development Corporation (CCEDC): Administrator presented at the request of Columbia County Economic Development Corporation. This is a stand-alone organization. There are a number of communities that have approved their pledge. Not forwarded at this time. Will discuss in the 2020 budget. 10. Discussion of HLPC Local Landmark Designation of Library Annex & Chapel St. Water Tower: Letters from the Plan Commission and Council were read by the Mayor into the record. Follow up to determine past action needs to be clarified. Forward to Regular Council - September 3rd, 2019. 11. Further discussion of an ordinance change relative to produces for Local Historic Landmark designations in the City of Columbus: Need copy of State Statute 62.23 (7) (EM) and copy of Ordinance 114.184 to make review changes that would reflect the responsibilities and duties of the HLPC. Return to Committee of the Whole – September 3rd, 2019. 12. Review & Consider Ordinance to fully remove references of the Board of Public Works from City Code of Ordinances: Attorney Johnson said that based on a search of our ordinances that there are a few more references that need to be removed. Forward to Regular Council – September 3rd, 2019 13. Review & Consider farm lease revision with Sennview Farms for land near the WWTP: Easement was reviewed and many options were discussed for both present and future scenarios. Return to Committee of the Whole – September 3rd, 2019. 14. Review & Consider State/Municipal Financial Agreement (SMFA) with the Wisconsin Dept. of Transportation for the State of Hwy. 89 Project: Cost estimates were reviewed and if the black light poles were decorative. Need clarification on light poles and prices. Administrator Vander Sanden will get clarification to forward to Regular Council – September 3rd, 2019.
