COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE TUESDAY, SEPTEMBER 3, 2019 – FOLLOWING REGULAR MEETING COLUMBUS CITY HALL 1. Roll Call: Council President Traxler, Alders Gray, Johnson, Reid, Ryan, Theilen, Thom; City Administrator Vander Sanden, City Clerk Goebel, City Attorney Johnson arrived at 7:30. 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Ryan, second by Reid to approve agenda. Carried voice vote. 4. Citizen Comments: Members, Columbus School Board – Community Facilities Advisory Committee Recommendations: Cindy Damm updated the Council on the facilities study for the school district. 5. Department Reports: None. 6. Committee Minutes: HLPC – 08/21/19, 8/26/19, PFC – 06/25/19, Plan Commission – 6/20/19, 8/15/19, Tourism Commission – 07/01/19, CDA – 7/15/19 7. Review and Consider Resolution #13-19: Exemption from Columbia County Library Tax 2020: Municipalities can be exempt if they levy for Library funds. Forward to Regular meeting September 17. 8. Review and Consider Resolution #14-19: Request for Exemption from Dodge County Library Tax per Wisconsin Statutes 43.64(2)(b): Municipalities can be exempt if they levy for Library funds. Forward to Regular meeting September 17. 9. Further discussion of an ordinance change relative to procedure for Local Historic Landmark designations in the City of Columbus: Would like to create an informal group which includes members of the CHLPC & City Council to review and update the ordinance. Mayor would appoint members to the group in the next few weeks. Return to COW 10. Review and consider Farm Lease revision with Sennview Farms for land near WWTP: Continued discussion on the Sennview Farm Lease. One change: Item #1: period after "lies" and remove "for an expansion of the Columbus wastewater treatment plant". Forward to Regular meeting September 17.
