COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES TUESDAY, OCTOBER 1, 2019 – 7:01 PM COLUMBUS CITY HALL 1. Roll Call: Present: Council President Traxler, Alders Gray, Johnson, Reid, Ryan, Theilen, Thom; City Administrator Vander Sanden, City Attorney Johnson, City Clerk Goebel, City Engineer Lietha, interested citizens and the media. 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Ryan, second by Gray to approve. Carried voice vote. 4. Citizen Comments: None. 5. Department Reports: None. 6. Committee Minutes: Placed on file: CHLPC Minutes – 9/11/19, 9/18/19, CWL Minutes – 8/8/19, PFC Minutes – 8/14/19 7. Discussion of possible WisDOT grant program proposal: New program from the WisDOT, similar to LRIP where communities can apply for grants to help fund projects. Ruekert Mielke would like to use the City of Columbus as a model with the work already done on Hibbard Street. Will continue to work with WisDot as more information is available. 8. Consider & discuss selection of Hibbard Street for street reconstruction in 2020: Task Order approved at regular meeting. Forward to October 15 Regular meeting. 9. Review and discuss sink hole situation at Fireman’s Park: Work with County to dig a ditch along the deer pen for $23,000. Forward to October 15 Regular meeting. 10. Discuss and review field use agreement with Columbus Area Youth Soccer Organization: Forward to October 15 Regular meeting. 11. 2020 Dodge County Stray Animal Contract: Continue with same options as last year: lump sum $1100, up to five dogs, Humane Society has to approve of the animal. Forward to October 15 Regular meeting. 12. 2020 Dodge County Joint Powers Agreement: Forward to October 15 Regular meeting. 13. Review Columbus Police Department request for Asset Funds for the revision for Police Dept policies and PD squad phone amplifiers: Request to contract with Custom Service Information to write policy manual for Police Dept. Cost for the manual is $3000 but will receive $1000 back from insurance company after the manual is complete. Forward to October 15 Regular meeting. Purchase cellular data amplifiers for squads. Forward to October 15 Regular meeting. 14. Review Public Safety Building front façade project update: Received 2 quotes. Council would like more information whether or not it can get done this year, and look for additional quote for brick work as well. Return to Committee of the Whole. 15. Review and consider updates to the City’s Special Assessment Guidelines: Forward to October 15 Regular meeting as written. 16. Discuss roof repairs at the Wastewater Treatment Plant: Consensus to move forward with Option 1 which includes Solids Building, Raw Wastewater/Pump Building, Clarifier Pump Room at a cost of $80,600. Forward to October 15 Regular meeting. 17. Consider & discuss the 2018 City Audit: Forward to October 15 Regular meeting. 18. Consider & discuss the 2018 Sewer Audit: Forward to October 15 Regular meeting. 19. Review & consider change of easement location at lot 6 of the Columbus Commerce Center: Consensus to relocate the easement with corrections to the agreement. Forward to October 15 Regular meeting. 20. Discuss potential conversion of City aldermanic elections from district-based to at-large representation: Discussion around concerns for filling vacancies, all at-large, 3 at-large & 3 district-based. Consensus to wait until after Census 2020 to see if there will be a re-alignment of districts. Adjourn: Motion by Thom, second by Ryan to adjourn at 8:52 pm. Carried voice vote.
