COLUMBUS COMMON COUNCIL – SPECIAL COMMITTEE OF THE WHOLE MINUTES TUESDAY, OCTOBER 8, 2019 – 6:00 PM COLUMBUS CITY HALL 1. Roll Call: Present: Council President Traxler, Gray, Johnson, Reid, Ryan, Theilen (arrived at 7:03), Thom; City Administrator Vander Sanden, Finance Director Manley, Administrative Assistant Lueders. 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion: Ryan, second by Gray to approve agenda. Carried voice vote. 4. Council Workshop Session on proposed 2020 City Budget: budget overview and discussion: Finance Director Manley discussed the budget process, levy limits and how these limits impact the budget, the timeline, and the public hearing. After discussion, the consensus of the members present was to not use debt levy in the levy limit worksheet at this time. Also, to use the funds listed on the levy limit worksheet that would be lost in future years if not used now. 5. Convene to closed session pursuant to §19.85(1)(c) considering employment, promotion, compensation or performance evaluation data for any public employee over which the governmental body has jurisdiction or exercise responsibility, for purposes of discussing City Administrator employment at the request of City Administrator Vander Sanden and City Administrator position and duties involving specific personnel. Motion by Ryan, second by Gray to convene to closed session at 7:03 per §19.85(1)(c) considering employment, promotion, compensation or performance evaluation data for any public employee over which the governmental body has jurisdiction or exercise responsibility, for purposes of discussing City Administrator employment at the request of City Administrator Vander Sanden and City Administrator position and duties involving specific personnel. Roll call vote unanimous. 6. Reconvene to Open Session: Motion by Gray, second by Ryan to reconvene to open session at 8:09 pm. Roll call vote unanimous.
