COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE COUNCIL
SPECIAL BUDGET MEETING – OCTOBER 21, 2019 – 6:00 PM
MINUTES
1.) Call To Order: Council President Traxler called the meeting to order at 6:02 pm.
2.) Roll Call: Present: Gray, Johnson, Reid, Ryan, Theilen, Thom, Traxler; Finance Director
Manley, City Clerk Goebel, DPW Director Navin, Media Coordinator Wolf, Aquatic Manager
Meyers, Senior Center Director Lang, Police Chief Weiner.
3.) Approval Agenda: Motion by Ryan, second by Gray to approve agenda. Carried voice vote.
4.) New Business:
1.) Presentation from Administrator Search Firm & Schedule Next Presentation: Kevin
Brunner from Public Administration Associates gave a presentation for City Administrator
transition and hiring process.
2.) Budget Reviews:
a.) Cable Fund: Lisa Wolf, Media Coordinator presented her proposed 2020 budget.
Budget is based on state aid and Charter franchise fees. Highlights included a request for
part-time help as back up. Discussed live-streaming and on-demand features.
b.) Trash & Recycling: Discussion on moving trash & recycling from the General Fund to its
own fund. Consensus in favor of the transition but would like more information from prior
years usage. Further discussion needed.
5.) Old Business:
1.) Discuss and consider the General Obligation Note borrowing for 2020:
List of items/departments were discussed: City Hall: tuck-pointing, windows, back door
replacement, gutters/downspouts, air conditioning units, replace antiquated phone system.
Mill & Overlay Projects: choose streets, Fireman's Park? Further discussion with City
Engineer. Concerns with adding to borrowing, should levy most or all.
Police Dept: replace out-dated radios not compatible for digital communication with County
and at end-of-life; replace squad. Will look at using unused wages from position vacancies
for squads instead of adding to borrowing. Weiner submitted a proposed a 5-year vehicle
replacement schedule. Will also look at different dealers and vehicles for price comparison,
want to be sure all equipment converts to new vehicle. Also want to replace 27-year old air
conditioners at the Public Safety Bldg.
Public Works: replace 1992 dump truck – used all year and is a very versatile vehicle but
aging out. 1997 end loader and street sweeper are nearing-end of life, must work on every
time they are used. Would like to purchase bucket truck from CWL. Roof/wall on salt building
is damaged and needs repair.
Aquatic Center: slide and decking repairs. Slide is 20 years old and there are cracks in the
fiberglass – needs repair and paint. Decking would need a sealer to fill the cracks and allow
water to run off rather than pool. Find and fix leak.
Senior Center: Roof gets patched every 2-3 years and new leaks are found in new places.
Handicap doors not working properly, must replace the entire framing of the door. Need
gutters to divert the water. Chimney on roof that is of no use and should be removed.
6.) Adjourn: Motion by Gray, second by Ryan to adjourn at 8:37 pm.
