CITY OF COLUMBUS – COMMITTEE OF THE WHOLE - MINUTES SPECIAL BUDGET MEETING – MONDAY, OCTOBER 28, 2019 – 6:00 Pm COLUMBUS CITY HALL 1.) Call to Order: Meeting was called to order by Council President Traxler at 6:02 pm. 2.) Roll Call: Present: Gray, Johnson, Reid, Ryan (arrived at 6:04), Theilen, Thom (arrived at 6:50), Traxler 3.) Approval Agenda: Motion by Gray, second by Johnson to approve agenda. Carried voice vote. 4.) Presentation from Administrative Search Firm – GOV HR – 2 Items: Lee Szymborski from GovHR gave a presentation for City Administrator transition and process. 5.) New Business: 1.) Budget Reviews: a.) Emergency Management: Amy Sandow, Emergency Mgt Director presented her proposed 2020 budget. Only requests were to replace 3 radios and siren maintenance. b.) Police Department: Dennis Weiner, Chief, presented his proposed 2020 budget. Requesting increases to cellular data – officers' cars are their offices. Requested to replace carpeting in squad room and breakroom. Was asked to consider laminate in the breakroom. Finally, squad video camera does not work with current software. c.) General Government: Kim Manley, Finance Director and Pat Goebel, City Clerk presented the proposed 2020 budget. Discussed increases in training and continued education and dues for Administrative Asst, Clerk & Deputy, Treasurer & Deputy; increases in election clerk wages for 4 elections. Proposed the purchase of laptops/chrome books for council members to make the packet distribution more efficient, save on paper and copier expenses. Was requested to look into agenda management software, and talk to Ontech about laptops. 2.) Discuss and consider the presentations heard from the Administrative Search Firms: Consensus was to choose Public Administration Associates, LLC. Forward to October 29 Special Regular meeting. Would like to discuss possibility of interim services, and with interim job duties with staff. 3.) Discuss and consider the Long-Term Disability Insurance plan for 2020: Consensus to contract with Reliance, 3-year rate guarantee at .35/100. Forward to October 29 Special Regular meeting. 4.) Discuss and consider the proposed 2020 employee compensation: Finance Director Manley proposed a 3% increase across the board with the exception of the Clerk, Finance Director, Administrative Assistant, Recreation Director, Senior Center Director (to be discussed in closed session). Manley talked to the Library and Water & Light Commission and they were proposing similar or higher increases for their departments. Council requested information for 2% and 3% increases. 5.) Discuss and consider three drafts of the City Administrator duties for position description: Members requested input from PAA for the job descriptions; would like description for just an administrator; would like to see administrator with financial background but not necessarily a finance director. 6.) Convene into CLOSED SESSION pursuant to Statute 19.85(1)(c) considering employment, promotion, compensation, performance evaluation data for any public employee over which the governmental body has jurisdiction or exercises responsibility (2020 Personnel Compensation – City Clerk/Finance Director/Administrative Assistant/Recreation Director/Senior Center Director): Motion by Ryan, second by Johnson to convene into CLOSED SESSION pursuant to Statute 19.85(1)(c) considering employment, promotion, compensation, performance evaluation data for any public employee over which the governmental body has jurisdiction or exercises responsibility (2020 Personnel Compensation – Page 2 – Special Budget COW – 10/28/19 City Clerk/Finance Director/Administrative Assistant/Recreation Director/Senior Center Director) at 8:24 pm. Roll call vote unanimous. 7.) Reconvene into OPEN SESSION: Motion by Ryan, second by Gray to reconvene into open session at 9:25 pm. Roll call vote unanimous. 8.) Convene into CLOSED SESSION pursuant to Statute 19.85(1)(c) considering employment, promotion, compensation, performance evaluation data for any public employee over which the governmental body has jurisdiction or exercises responsibility (Wastewater Treatment Operator / Administrative Assistant). Motion by Ryan, second by Gray to convene into CLOSED SESSION pursuant to Statute 19.85(1)(c) considering employment, promotion, compensation, performance evaluation data for any public employee over which the governmental body has jurisdiction or exercises responsibility (Wastewater Treatment Operator / Administrative Assistant) at 9:26 pm. Roll call vote unanimous. 9.) Reconvene into OPEN SESSION: Motion by Gray, second by Ryan to reconvene into open session at 9:40 pm. Carried voice vote. 10.) Discuss and consider action to make a recommendation for the next regular Council meeting from closed session on the Wastewater Treatment Operator/Administrative Assistant: Discussed and reached consensus for wage adjustments for the positions of Wastewater Treatment Plant operator and Administrative Assistant. 11.)
