COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE SPECIAL BUGETY MEETING – OCTOBER 29, 2019 – 6:00 PM 1.) Call to Order: Called to order at 6:34 pm by Council President Traxler. 2.) Roll Call: Present Council Present Traxler, Gray, Johnson Reid (arrived at 6:42), Ryan, Thom; City Clerk Goebel, Finance Director Manley. 3.) Approval Agenda: Motion by Ryan, second by Gray to approve agenda. Carried voice vote. 4.) 2020 Budget – Tax Incremental Financing District #3: The payments to the TIF are on schedule and the TIF is scheduled to close in 2020, but payoffs are expected to be finished before the TIF closes. 5.) 2020 Budget – Tax Incremental Financing District #4: There are currently no projects in TIF 4 but money has been budgeted for engineering, audits, staff salaries. 6.) 2020 Budget – Tax Incremental Financing District #5: There is no other activity except the annual required fees for financials. 7.) 2020 Budget – Debt Service Fund #300: Debt Service – the payments on debt will increase in 2020. Total 2020 debt service payments for the General Fund total $1,140,117 in 2020 less special assessments, reimbursements from other Funds and use of reserved funds the actual tax dollars needed total $780,470 to make the payments due – an increase of $66,269.00 for 2020. 8.) 2020 Budget – Capital Projects Fund #415: Proposed projects for 2020 include recycling center improvements, Police Dept building façade, Hwy 89 State Engineering, and 2020 Street Projects Engineering (reimbursable by 2020 GO Bond). 9.)
