Presentation of CivicRec software: Jessica Kehler presented CivicRec software program. Forward to the budget process. 7. Update with Ontech Systems, Inc – Keegan Bolstad: Bolstad reported the project is near completion. He recommended Council review IT options for the future. Return to COW. 8. Update on WWTP Huber Screen Project: Project has been sent to DNR for approval. 9. Review of Change Order for WWTP HVAC Project: Change Order in the amount of $7516.46. Forward to November 19 Regular meeting. 12. Presentation of Library Board 2020 Budget: Library reported a $4061 increase in the 2020 budget. 11. Review Pavilion rental fee increases: Recommendation to increase residential fees to $1000 and non-resident fees to $1250. Council recommended increases of $1000/$1500 respectively. Forward to November 19 Regular meeting. 13. Review Agreement for snow plowing on Summit Court: Forward to November 19 Regular meeting. 14. Review request to donate baby lots in the cemetery to Prairie Ridge Hospital: Forward to November 19 Regular meeting. In future, request the hospital purchase the lots. 15. Review Resolution #21-19 Fees For Snow Removal Options: request by DPW Director Navin to table to November 19 COW. 16. Review Ordinance #751-19 "An Ordinance Amending City Ordinance Sec. 86-226(b) To Include Reference to Fee Resolution As Adopted By Council": Forward to November 19 Regular meeting. 17. Review assessment error as "palpable error" under §74.33 subject to refunded or rescinded taxes and procedure for refunding property tax under §70.43 & 74.41 for parcel #11211 1520.07: Assessment error charged entire amount of tax to one side of duplex. Approval would allow a refund to the owner who paid the entire amount of tax and allow the owner who did not pay contest at the 2020 Board of Review. Council concerned with the errors and requested a review of their contract. Forward to November 19 Regular meeting. 18. Update on TIF #5 – Matt Schreiber: Shcreiber updated the Council on TIF #5 and the removal of one property from the TIF. 19. Review WE Energies easements for parcels: 8.A, 94: WE Energies submitted 2 easements for work to be done off E James Street. Forward to Development Team meeting, then November 19 Regular meeting. 20. Review quote for new postage machine for City Hall: Forward to November 19 Regular meeting. 21. Review quotes for interim administrator services: Consensus to contract with Public Administrative Associates for interim administrator services. Forward to November 19 Regular meeting.
