COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES
TUESDAY, NOVEMBER 19, 2019 – FOLLOWING REGULAR MEETING
COLUMBUS CITY HALL
1. Roll Call: Present: Council President Traxler, Alders Gray, Johnson, Reid, Ryan,
Thom, Interim City Administrator Berner, City Attorney Johnson, City Clerk Goebel,
interested citizens and the media. Theilen excused.
2. Notice of Open Meeting: Noted as posted.
3. Approve Agenda: Motion by Thom, second by Ryan to approve. Carried voice vote.
4. Citizen Comments: None.
5. Department Reports: Placed on file: Police Report – October, DPW Report – October,
Fire Dept Report – October, Treasurer's Report – October
6. Committee Minutes: Placed on file: EMS – 11/1/19, Library – 9/17/19, CWL – 10/10/19
7. Review Fees for Snow Removal Options: Several options were presented by DPW
Director Navin. Options included flat rate, flat rate + $ per square foot; accelerated
amounts per violation. Return to 12/2 Committee of the Whole.
8. Review DPW Fixed Assets for Disposal for 2019: Forward to 12/2 Regular meeting.
9. Discuss and consider Potential 2020 Mill & Overlay: City Engineer Lietha presented
candidates for the 2020 Mill & Overlay project. Council discussed including the project
with the Hibbard Street borrowing. Return to Committee of the Whole.
10. Continue discussion on WisDOT LRIP & MLS Grants: Discussion centered on the
amount/percentage to include in each of the grants. Consensus was to apply for
$250,000 for each grant. Forward to 12/2 Regular meeting.
11. Request from developer for City to accept Woods Lane: City Attorney Johnson
recommended to Council to accept Woods Lane, and the final items will be finished in
the spring. Forward to 12/2 Regular meeting.
12. Wood at Highland Ridge Letter of Credit extension requests: City Attorney Johnson
updated the Council with the new dates the letters of credit will expire. Forward to 12/2
Regular meeting.
13. Review 2020 MOU Nutrition Site: Forward to 12/2 Regular meeting.
14. Review Senior Center request to start a Facebook page: Forward to 12/2 Regular
meeting. Requested staff update the Social Media Policy to include the Senior Center as
an approved account.
15. Review 2020 Budget: Manley updated the Council high-lighting the projects started,
projects to be completed in 2020, and the borrowings.
16. Review Resolution #22-19 To Recognize the Creation of TIF #5 and Fund #260:
Resolution recognizes the creation of these funds. Forward to 12/2 Regular meeting.
17. Review quote from Envirotech Equipment for repairs for televising camera at
WWTP: Forward to 12/2 Regular meeting.
18. Review General Engineering Building Inspection Contract for 2020: Forward to
12/2 Regular meeting.
19. Review Ordinance to Repeal and Recreate Chapter 18 Of The City Of Columbus
Code Of Ordinances Concerning Buildings And Building Regulations: Return to
Committee of the Whole for further discussion.
20. Review Resolution #23-19 to Set Fees for Building Inspections: Return to
Committee of the Whole for further discussion.

21. Review Ordinance to Create Chapter 20 Of The City of Columbus Code Concerning
Property Maintenance: Return to Committee of the Whole 12/2 for further discussion.
22. Review the possible addition of communities to the Columbus Area EMS Group:
Concerns expressed of adding additional communities without adding another ambulance
or staff; temporary agreement with new communities until current contract expires.
Forward to Mayor Thom & CA Berner for further review.
23. Review City Administrator position description, salary range, position
announcement and schedule for recruitment: Interim CA Berner discussed the
position description, salary range, position announcement, and schedule for recruitment
with the Council. Consensus to move forward with position description, $85,000-$98,000
salary range, ideas for the position announcement, recruitment schedule. Forward to
12/2 Regular meeting.
Adjourn: Motion by Thom, second by Ryan to adjourn at 10:22 pm. Carried voice vote.
