COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MONDAY, DECEMBER 2, 2019 – FOLLOWING REGULAR MEETING COLUMBUS CITY HALL 1. Roll Call: Present: Council President Traxler, Alders Gray, Johnson, Reid, Theilen, Thom; Interim City Administrator Berner, City Attorney Johnson, City Clerk Goebel, interested citizens and the media. Ryan was excused. 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Theilen, second by Thom to approve. Carried voice vote. 4. Citizen Comments: None. 5. Department Reports: Placed on file: Lifestar – October Report 6. Committee Minutes: Placed on file: HLPC Minutes – 11/14/2019, 11/21/2019, PFC Minutes – 10/29/2019 7. Discuss acceptance of donation to Fire Dept: Chief Koehn would like to use the money as a historic display at the Fire Station. Forward to 12/17 Regular meeting. 8. Ontech Update and discussion of maintenance agreement: Consensus to go with Option 1 with a two-year commitment and Fortify for endpoint security for threat detection. Forward to 12/17 Regular meeting. 9. Request of Kestrel Ridge to connect to City storm sewer: Kestrel Ridge has requested permission to connect to City storm sewer in attempts to minimize flooding on the golf course and in turn, flooding onto surrounding properties. Return to next COW. 10. Request from Drexel for dedication of pond and extension of terms of development agreement: Consensus was several items need further discussion. Return to COW 11. Functional Classification Update for Columbus Urban Area: Forward to 12/17 Regular meeting. 12. Continue discussion on Snow Removal Fees: Consensus to forward to 12/10 special regular meeting. 13. CHLPC request for Pavilion Exterior Painting Project: Project would use funds donated by the Merle Guenther Foundation. Forward to 12/17 Regular meeting. 14. CHLPC request for Pavilion Window Restoration Project: Project would use funds donated by the Merle Guenther Foundation. Forward to 12/17 Regular meeting. 15. Discuss preparation of agendas & council packets: Interim City Administrator Berner suggested some changes to streamline the process. Forward to next Regular meeting. 16. Continue review of Ordinance to Repeal and Recreate Chapter 18 Of The City Of Columbus Code Of Ordinances Concerning Buildings And Building Regulations: City Attorney Johnson briefly explained item #s 16, 17, 18 as they all work together. Johnson suggested updating Sections 18-10, 18-11, 18-40, 18-41, 18-42 immediately so the building inspector can continue his work, charge appropriate fees, and work can continue with the property maintenance. The rest of this ordinance can be reviewed as time permits. Forward to 12/17 Regular meeting. 17. Continue discussion of Resolution #23-19 to Set Fees for Building Inspections: Forward to 12/17 Regular meeting. 18. Continue review of Ordinance to Create Chapter 20 Of The City of Columbus Code Concerning Property Maintenance: This portion of the building code was removed and created as its own ordinance. Return to COW. Page 2 – Committee of the Whole Council – 12/2/19 19. Convene to closed session per §19.85(1)(c) considering employment, promotion, compensation, performance evaluation data for any public employee over which the governmental body has jurisdiction or exercises responsibility (Senior Center Director): Motion by Gray, second by Johnson to convene to closed session per §19.85(1)(c) considering employment, promotion, compensation, performance evaluation data for any public employee over which the governmental body has jurisdiction or exercises responsibility (Senior Center Director) at 9:47 pm. Roll call vote unanimous. 20. Reconvene to open session: Motion by Theilen, second by Gray to reconvene to open session at 10:18 pm. Roll call vote unanimous.
