COLUMBUS COMMON COUNCIL – SPECIAL COMMITTEE OF THE WHOLE COUNCIL PUBLIC HEARING MINUTES TUESDAY, MARCH 10, 2020 - 6:30 P.M. COLUMBUS CITY HALL 1. Roll Call: Meeting called to order at 6:31 pm by Council President Traxler. Present: Gray, Johnson, Ryan, Theilen, Thom, Traxler; City Attorney Johnson, City Clerk Goebel, City Engineer Lietha, interested citizens, and the media. Reid excused. 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Ryan, second by Theilen to approve agenda. Carried voice vote. 4. Consider and take action to open the public hearing: Motion by Thom, second by Ryan to open the public hearing. Carried voice vote. 5. Hear Public Comments on Report of City Engineer on the Preliminary Assessments for 2020 Hibbard & Turner Street and Utility Improvements: Justin Maier, 660 Hibbard St: questioned how the assessments were calculated, is portion of property on Brevity Lane included in his frontage; what is payback schedule; Bob Motiff 344 S Charles: will have sidewalk installed at rear of his home, does not improve the property – looking for consideration on that portion of assessment. President Traxler asked for the first time if anyone else wished to speak. No response. Traxler asked a second time if anyone else wished to speak. No response. Traxler asked for the third and final time if anyone else wished to speak. No response. 6. Consider and take action to close public hearing: Motion by Ryan, second by Theilen to close the Public Hearing. Carried voice vote. 7. Discuss with City Engineer the Engineer's Report Concerning Preliminary Assessments for 2020 Hibbard & Turner Street and Utility Improvements: City Engineer Lietha briefly outlined his report, explained the assessment process per Council direction and City policy, and addressed questions from the Council and of the property owners who spoke during the Public Hearing. Resolution 18-19, which was passed in November, allows for special assessments to be charged to benefitting property owners. City Engineer's report includes actual contractor pricing, updated since the bid opening. There are 10 bid items in the report and the percentages of how they are assessed; legal descriptions from each property determined frontage measurements. These are preliminary totals, as final costs will be determined after the project is complete and actual measurements are recorded. Repayment schedule is as follows: 8. Review & discuss Final Resolution Authorizing Public Improvements And Levying Special Assessments Against Benefited Properties: Return to Committee of the Whole meeting on March 16. 9.
