COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES TUESDAY, MAY 19, 2020 – 6:45 PM COLUMBUS CITY HALL 1. Roll Call: Meeting was called to order at 7:25 pm by Council President Ryan. Present: Council President Ryan, Alders Gray (via teleconference), McCabe, Pyfferoen, Reid, Thom; City Administrator Ellefson, City Deputy Clerk Fude, City Attorney Johnson (via teleconference); City Staff (via teleconference), interested citizens. 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Pyfferoen, second by McCabe to approve. Carried voice vote. 4. Citizen Comments: None. 5. Department Reports: Placed on file: Police Report – April 2020, DPW Report – April 2020, Fire Dept. Report – April 2020. No comments. 6. Consider & discuss address update for the Aquatic Center: Aquatic Director Meyers would like to recommend 250 Folsom Street for the Aquatic Center. Meyers would like to have address that is not within the Fireman’s Park. Ellefson explained this can be completed internally. Would like a formal recommendation approved. Forward to June 2 Regular meeting. 7. Consider & discuss naming of recreation area on River Road: Director of Planning & Development Schreiber explained the Top 5 five ranked names and the DNR recommended name. Forward Butterfly Trails Volunteer Park to the June 2nd Regular meeting. 8. Consider & discuss financing options for Hibbard Street reconstruction project: Ellefson reviewed borrowing options presented by Ehlers & Assoc. Recommend 10-year Notes for financing options for Hibbard Street reconstruction project. Forward to June 2 Regular meeting. 9. Consider & discuss Draft State Municipal Agreement: Agreement related to LRIP grant. Establishes responsibility of all parties. Agreement has been reviewed by the City Engineer Lietha and City Attorney Johnson. Forward SMA with notes to June 2 Regular meeting. 10. Convene to closed session per §19.85(1)(e) deliberating or negotiating the purchase of public properties, the investment of public funds, or conducting other public business, whenever competitive or bargaining reasons require a closed session, specifically to discuss potential developments in the City of Columbus: Motion by Pyfferoen, seconded by McCabe to convene into closed session at 7:55 PM. Roll call vote unanimous. 11. Reconvene to open session: Motion by Thom, seconded by Pyfferoen to reconvene into open session at 9:18. Carried voice vote Page 2 – Common Council COW – May 19, 2020 12. Convene to closed session per § 19.85(1)(g) to confer with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved: Motion by Pyfferoen, second by McCabe to convene to closed session at 8:42 pm. Roll call vote unanimous. 13. Reconvene to open session: Motion by Thom, second by Pyfferoen to reconvene at 9:18 PM. Carried voice vote.
