COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES
TUESDAY, JULY 21, 2020 – 7:13 PM
COLUMBUS CITY HALL
1. Roll Call: The meeting was called to order at 7:13 pm by Council President Ryan. Present:
Council President Ryan, Alders: Adams, Gray (via teleconference), McCabe, Reid; City
Administrator Ellefson, City Attorney Johnson (via teleconference), City Clerk Goebel, City
Engineer Lietha, Police Chief Wiener, Greg Johnson of Ehlers & Associates, Taryn Nall (via
teleconference), City Staff via teleconference: Navin, Nehmer, Meyers, Koehn, Lang. Thom &
Pyfferoen were excused.
2. Notice of Open Meeting: Noted as posted.
3. Approve Agenda: Motion by Adams, second by Gray to approve the agenda. Carried voice vote.
4. Citizen Comments: No one was signed up either via Zoom or in person.
5. Department Reports: placed on file: Police Report – June 2020, DPW Report – June 2020,
Treasurer's Report – June, 2020, Fire Dept. Report – June 2020, Media Coordinator Report – June
2020, Library Director Report – June 2020
6. Consider acceptance of donation from Eugene Niehoff Estate to Fire Department: Donation of
$20,000 to refurbish the 1925 American LaFrance pumper. Forward to August 4 Regular meeting.
7. Consider & discuss Sewer Use Ordinance – Language update to reflect Industrial Discharge
Permitting: some minor updates referencing Board of Public Works. Forward to August 4 Regular
meeting.
8. Consider Resolution #11-20 Compliance Maintenance Annual Report 2019 – WWTP: Annual
reporting on the wastewater plant. Straight A rating for 2019. Forward to August 4 Regular
meeting.
9. Consider Wisconsin Elections Commission CARES Subgrant application: City will be allotted
approximately $3600 to cover COVID related expenses for additional, unbudgeted items for the
2020 Election cycle. Forward to August 4 Regular meeting.
10. Discuss 2021 Budget Goals/Priorities: City Administrator Ellefson asked Council members what
items they would like to discuss in the budget process.
11. Discuss Public Contact Details for Elected Officials: Discussion what information would be left
on the website: name, phone, email. Requested staff look into series of google phone numbers for
council members. Return to August 4 COW meeting.
12. Convene to closed session pursuant to 19.85(1)(c) considering employment, promotion,
compensation or performance evaluation data for any public employee over which the
governmental body has jurisdiction or exercises responsibility - discuss Columbus Police
Local WPPA #237 bargaining agreement, as well as compensation for general employees.
Motion by Gray, second by Adams to convene to closed session at 8:15 pm. Roll call vote
unanimous.
13. Reconvene to open session: Motion by Adams, second by Gray to reconvene to open session at
8:56 pm. Carried voice vote.
14. Convene to closed session per § 19.85(1)(g) to confer with legal counsel for the
governmental body who is rendering oral or written advice concerning strategy to be
adopted by the body with respect to litigation in which it is or is likely to become involved:
Motion by Adams, second by Gray to reconvene to closed session at 8:57 pm. Roll call vote
unanimous.
15. Reconvene to open session: Motion by Gray, second by McCabe to reconvene to open session
at 9:29 pm. Carried voice vote.
Adjourn: Motion by Gray, second by McCabe to adjourn at 9:29 pm. Carried voice vote.
