COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES
TUESDAY, SEPTEMBER 15, 2020 – 6:45 PM
COLUMBUS CITY HALL
1. Roll Call: Council President Ryan called the meeting to order at 7:00 pm. Present: Council President
Ryan, Mayor Thom, Alders: Adams, Gray (via Zoom), McCabe, Pyfferoen, Reid; City Administrator
Ellefson, City Clerk Goebel, City Attorney Johnson (Zoom), Staff, interested citizens.
2. Notice of Open Meeting: Noted as posted.
3. Approve Agenda: Motion by Thom, second by Pyfferoen to approve agenda with the following changes:
delete item 16 and switch items 20 & 22. Carried voice vote.
4. Citizen Comments: None.
5. Department Reports: Fire Dept. Report – August 2020, Media Coordinator Report – August 2020,
Police Report – August 2020, Treasurer's Report – July 2020
6. Review & discuss Eagle Scout project for Butterfly Trails Volunteer Park – Erik Raatz:
Planning/Zoning Administrator Schreiber reported he made suggestions to Raatz to use the Kiwanis sign
as a model. Council requested a drawing of the sign before it's made/installed. Consensus was to accept
the donation of the sign.
7. Review & discuss Hibbard Street Change Order #2: Change Order #2 in the amount of $18,704 and
will all be CWL approval and jurisdiction. Forward to next Regular meeting October 6.
8. Review & discuss West Side Lift Station Generator Addition: City Engineer Ruekert Mielke
recommends Hogen Electric, Inc be awarded the contract with a bid of $159,900. Forward to Regular
meeting October 6.
9. Review & discuss RFP – Christopher Columbus Statue: Consensus to review RFP guidelines and
forward to Regular meeting October 6. Contact Knights of Columbus' RFP submission for clarification.
Return to future COW.
10. Review & discuss Fireman's Park Rental: Recreation Director Meyers presented suggested updates
for Fireman's Park rentals. Will review. Return to COW October 6.
11. Review & discuss Fireman's Park Ballfield use with Columbus School District: CSD not
comfortable with a lease arrangement. School Superintendent Deuman confirmed any school activities
taking place in the park will be under school policies. Council confirmed they are still under the shared
use agreement. Return to COW.
12. Review & discuss Crop Lease Renewal with Hein Farms: Forward to next Regular meeting October 6.
13. Review & discuss CDBG Close Timeline: Schreiber, Director of Planning & Development briefly
outlined the CDBG Close timeline which will include resolutions to support the public participation plan
and approval of grant; public hearings to hear comments on the priorities and grant specifics. Return to
COW.
14. Review & discuss Conditional Use Permit for Taco Bell: Forward to Regular October 6.
15. Update on Butterfly Trails Volunteer Park: Forward the seeding and planting to the next Regular
meeting October 6. Create master plan for the area: responsibilities of each party, budget, timeline.
Return to COW.
16. Review & discuss CAEMS updated contract, budget, and IGA: TABLED.
17. Review & discuss Administrator’s Preliminary 2021 Budget: City Administrator Ellefson presented his
preliminary 2021 Budget. Return to future COW meeting as updates occur.
18. Convene to closed session per § 19.85(1)(g) to confer with legal counsel for the governmental
body who is rendering oral or written advice concerning strategy to be adopted by the body with
respect to litigation in which it is or is likely to become involved: Motion by Pyfferoen, second by
McCabe to convene to closed session. Roll call vote unanimous.
19. Reconvene to open session: Motion by Thom, second by Pyfferoen to reconvene at 9:42 pm. Carried
voice vote.

20. Convene to closed session per § 19.85(1)(c) to consider employment, promotion,
compensation, or performance evaluation data of any public employee over which the
governmental body has jurisdiction or exercises responsibility, specifically City
Administrator/Treasurer 6 month review: Motion by Thom, second by Gray to convene to closed
session at 9:43 pm. Roll call vote unanimous.
21. Reconvene to open session: Motion by Pyfferoen, second by Adams to reconvene to open session
at 10:05 pm. Carried voice vote.
22. Convene to closed session per §19.85(1)(e) deliberating or negotiating the purchase of public
properties, the investment of public funds, or conducting other public business, whenever
competitive or bargaining reasons require a closed session, specifically to discuss Columbus
Area EMS service contract: Motion by Thom, second by Pyfferoen to convene to closed session at
10:06 pm. Roll call vote unanimous.
23. Reconvene to open session: Motion by Adams, second by Pyfferoen to reconvene to open session
at 10:23 pm. Carried voice vote.
24. Adjourn: Motion by Adams, second by Pyfferoen to adjourn at 10:23 pm. Carried voice vote.
