COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE RESCHEDULED
TUESDAY, OCTOBER 13, 2020 – 6:45 PM

MINUTES
1. Roll Call: The rescheduled meeting, from October 6, was called to order at 6:30 pm by Mayor Thom.
Present: Mayor Thom, Council President Ryan, Alders: Adams, Gray (Zoom), McCabe, Pyfferoen,
Reid; City Administrator Ellefson, City Attorney Johnson (Zoom), City Clerk Goebel, City Engineer
Lietha, City Staff: Weiner (Zoom), Ganz, Sandow, Meyers, Schreiber (Zoom).
2. Notice of Open Meeting: Noted as posted.
3. Approve Agenda: Ryan requested moving item #11 to become item #6. Motion by Pyfferoen, second
by Adams to approve amended agenda. Carried voice vote.
4. Citizen Comments: None

11. Review & discuss sign for Eagle Scout project for Butterfly Trails Volunteer Park: Eagle Scout
Erik Raatz reported the Oddfellows had concerns they are not comfortable with a wood base to the
sign and offered other options to complete his project. Council likes the sign and said adding masonry
to the base could always be done at a later date. Consensus to remove the "Discover Columbus"
wording. Forward to October 20 Regular meeting.
6. Review & discuss potential emergency declaration related to COVID: Appoint City Administrator
to take immediate action as necessary, and report to Mayor & Council President.
7. Review & discuss COVID-related considerations for City operations and activities: Follow
guidance of state recommendations to limit to 25% capacity; cancel City sponsored public activities for
rest of the year, including public events in City owned buildings.
8. Review & discuss Dodge County Stray Animal Contract – 2021: Consensus to choose $1100
covering 5 domestic dogs, and humane society must approve before accepting any animal. Forward to
10/20 Regular meeting.
9. Review & discuss Dodge County Sheriff's 911 Joint Powers Agreement 2021: Forward to
October 20 Regular meeting.
10. Review & discuss Columbia County Emergency Management Resolution: Must adopt Columbia
County plan to receive FEMA money. Forward to October 20 Regular meeting.
12. Review & discuss Halloween safety Recommendations: Forward to 10/20 Regular meeting.
13. Review & discuss Accept donation towards fence capping at Kiwanis Park: Donation from
Kiwanis and remainder from DPW & Recreation budgets. Forward to October 20 Regular meeting.
14. Review & discuss Fireman's Park Ballfield use with Columbus School District: City concerned
with sale of property, would like to revisit the lease option with the School District. Back to future
COW.
15. Review & discuss CDBG Close Participation Plan: Existing committee can serve as the
responsible party and Schreiber suggested the Plan Commission. Forward to October 20 Regular
meeting.
16. Review & discuss Health Insurance and Benefit approvals for 2021: Zero percent increase in
premiums. Forward to October 20 Regular meeting.
17. Review & discuss CAEMS Contract: Municipal boundaries need updating, will have by next
meeting. Forward to October 20 Regular meeting.
18. Review & discuss RFP for Building Inspections: Forward to October 20 Regular meeting.
19. Review & discuss Re-purposing 2020 Budget Funds to Outfit End Loader for Snow Plowing:
Must be shipped to Minnesota to be outfitted; staff to check on shipping costs, and remainder of lease
on rental of the tractor.

20. Review & discuss the City Administrator's Proposed 2021 Budget: Ellefson gave a brief summary
on the status of the budget. Council members are encouraged to contact him with questions.
21. Convene to closed session pursuant to 19.85(1)(c) considering employment, promotion,
compensation or performance evaluation data for any public employee over which the
governmental body has jurisdiction or exercises responsibility (Columbus Police Local WPPA
#237 employment agreement): Motion by Pyfferoen, second by Thom to convene to closed session.
Roll call vote unanimous.
22. Reconvene to open session: Motion by Thom, second by Adams to reconvene at 10:38 pm.
23. Convene to closed session per § 19.85(1)(g) to confer with legal counsel for the governmental
body who is rendering oral or written advice concerning strategy to be adopted by the body
with respect to litigation in which it is or is likely to become involved: Motion by Pyfferoen,
second by Adams to convene to closed session at 10:38 pm. Roll call vote unanimous.
24. Reconvene to open session: Motion by Adams, second by Pyfferoen to reconvene to open session
at 11:20 pm. Carried voice vote.
25. Adjourn: Motion by Pyfferoen, second by Adams to adjourn at 11:20 pm Carried voice vote.
