COLUMBUS COMMON COUNCIL – PUBLIC HEARING – 2021 PROPOSED BUDGET MINUTES
TUESDAY, NOVEMBER 24, 2020 – 6:34 PM
COLUMBUS CITY HALL
1. Roll Call: The meeting was called to order at 6:34 pm by Mayor Thom. Present: Mayor Thom,
Alders (via Zoom): Adams (arriving at 6:41), Gray, McCabe, Pyfferoen, Reid, Ryan; City
Administrator Ellefson & City Attorney Johnson (via Zoom), City Clerk Goebel, Staff: (via Zoom)
Schreiber, Lang; In-person: Meyers, Carolyn Fredericks, John Salzwedel, interested citizens via
Zoom.
2. Notice of Open Meeting: Noted as posted.
3. Public Hearing on the proposed 2021 Budget for the City of Columbus: Mayor Thom opened
the Public Hearing. Ellefson briefly summarized the budgets for the General and Sewer Funds.
Mayor Thom asked for the first time if anyone present wished to speak/comment on the 2021
Budget. No one spoke. Mayor Thom asked for the second time if anyone present wished to
speak/comment on the 2021 Budget. No one spoke. Mayor Thom asked for the third and final time
if anyone present wished to speak/comment on the 2021 Budget. No one spoke.
4. Close Public Hearing and adjourn to Regular Meeting of the Council: Motion by Pyfferoen,
second by Ryan to adjourn the Public Hearing. Carried voice vote. Meeting adjourned at 6:58 pm.

RESCHEDULED MEETING FROM 11/17/20
TUESDAY, NOVEMBER 24, 2020 – 7:20 PM
COLUMBUS CITY HALL
1. Roll Call: The meeting was called to order at 7:20 pm by Council President Ryan. Present: Mayor
Thom, Alders (via Zoom): Adams, Gray, McCabe, Pyfferoen, Reid, Ryan; City Administrator Ellefson
& City Attorney Johnson (via Zoom), City Clerk Goebel, Staff: (via Zoom) Schreiber, Lang; In-person:
Meyers, Carolyn Fredericks, John Salzwedel, interested citizens via Zoom.
2. Notice of Open Meeting: Noted as posted.
3. Approve Agenda: Motion by Pyfferoen, second by Gray to approve the agenda. Carried voice vote.
4. Citizen Comments: No one signed up.
5. Department Reports: September 2020 Report – Treasurer, October 2020 Reports: Police, DPW,
Fire, Media Coordinator, Library
6. Review & discuss CHLPC Pavilion Window Restoration Project Phase 3: Ellefson briefed the
Council of the rules and laws for public bidding over a certain dollar amount. CHLPC member
Salzwedel made phone calls to numerous potential contractors and the CHLPC negotiated and chose
Community Building & Restoration to do the specialized work. He understands they did not follow the
public bid procedure and will do so at this time. Request Council to delegate authorization to CHLPC
to advertise, receive, and open bids for the project. Forward to 12/1 Regular meeting.
7. Review & discuss Cost for Summit Court snow removal: Discussion to charge a nominal
payment per haul, and designate who can make the haul request, and who will be billed for the
service. Consensus to charge $50/haul, and the Home Owners Associated will designated as the
requestor and be billed for the hauling of the snow. Forward to 12/1 Regular meeting.
8. Review & discuss Building Inspection RFP bids: Planning & Development Director Schreiber
reviewed the 2 bids received, references checked out, and interviews were done on Monday. Staff
recommendation is Safebuilt with a 3 year contract. Safebuilt can work with our fee schedule and all
expenses will be covered by fees unless there is a special circumstance. Forward recommendation
and draft contract to 12/1 Regular meeting.
9. Convene to closed session per § 19.85(1)(g) to confer with legal counsel for the
governmental body who is rendering oral or written advice concerning strategy to be
adopted by the body with respect to litigation in which it is or is likely to become involved:
Motion by Gray, second by Adams to convene to closed session at 8:43 pm. Roll call vote
unanimous.
10. Reconvene to open session: Motion by Pyfferoen, second by Gray to reconvene to open session
at 9:19 pm. Carried voice vote.
11. Adjourn: Motion by Gray, second by Pyfferoen to adjourn at 9:20 pm. Carried voice vote.
