COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES TUESDAY, DECEMBER 1, 2020 – 6:45 PM COLUMBUS CITY HALL 1. Roll Call: Council President called the meeting to order at 7:02 pm. Present: Council President Ryan, Alders (all via Zoom): Adams, Gray, McCabe, Pyfferoen, Reid; City Administrator Ellefson, City Attorney Johnson (via Zoom), City Clerk Goebel; Staff (via Zoom) Schreiber, Lang; Meyers; CHLPC members Fredericks, Salzwedel. Excused: Mayor Thom. 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Pyfferoen, second by Gray to approve the agenda. Carried voice vote. 4. Citizen Comments: None 5. Department Reports: Treasurer’s Report – October, 2020 6. Committee Minutes: CWL – 10/15/20, CDA – 8/17/20, 9/21/20 7. Review & discuss Columbia County Health & Human Services 2021 MOU for Nutrition Site: Forward to 12/15 Regular meeting. 8. Review & discuss Organizational Chart: Reviewed and request to include committees, commissions. 9. Review & discuss Potential for Downtown TID: Director of Planning & Development Schreiber presented ideas for a potential downtown TID. Ideas to include in the TID: Fire Station property, Water St parking lot, property across from Fire Station. Consensus to move forward with project plan. 10. Review & discuss Budget Expense Line Policy: CA Ellefson explained when departments create their budget, they concentrate on budget impact, not individual line items in the budget. Would like to adjust the policy to allow City Administrator to approve adjustments. Consensus to approve updates to policy, but would like a stop-gap – whether it's a percentage, or dollar amount. 11. Review & discuss City Services Bids: a. Hillside Cemetery Internment contract: approve bid by Meitner Land Service for 2020-2021. Forward to 12/15 Regular meeting. b. Hillside Cemetery Turf Maintenance contract: approve bid by Signature Lawn Care for 2021-2022. Increase only in 2022. Forward to 12/15 Regular meeting. c. Electrical Maintenance contract: approve bid by SNS Electrical for 2021-2022. Forward to 12/15 Regular meeting. d. HVAC Maintenance contract: approve bid with Lattitude.43 HVAC for 2021-2022. Forward to 12/15 Regular meeting. e. Plumbing Maintenance contract (No Bids – Next Steps): consensus to re-bid and change response time to 24 hours. Forward to 12/15 Regular meeting. f. Tree Service contract: contact low bidder for further reference checks. Forward to 12/15 Regular meeting. g. Weed, Grass, Shrubbery contract: approve bid with Happy Mower LLC for 2021-2022. Forward to 12/15 Regular meeting. 12. Convene to closed session per § 19.85(1)(c) to consider employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility, specifically City Administrator Contract Amendment: Motion by Gray, second by Adams to convene to closed session at 8:24 pm. Roll call vote unanimous. 13. Reconvene to open session: Motion by Adams, second by Pyfferoen to reconvene at 8:35 pm. Carried voice vote. 14.
