COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES MONDAY, FEBRUARY 15, 2021 – 6:45 PM COLUMBUS CITY HALL 1. Roll Call: The meeting was called to order by Council President Ryan at 7:03 pm. Present: (in person) Mayor Thom, Council President Ryan, Alders Pyfferoen, McCabe; (via Zoom) Adams, Gray, Reid; staff: City Administrator Ellefson, City Clerk Goebel, (via Zoom) City Attorney Johnson, City Engineer Leitha, Schreiber, Duernberger, interested citizens. 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Gray, second by Pyfferoen to approve agenda. Carried voice vote. 4. Citizen Comments: None. 5. Department Reports: December 2020: Treasurer; January 2021: DPW, Fire, Library, Lifestar, Media Coordinator, Police, Treasurer 6. Review & discuss Temporary Staffing at the WWTP: Due to retirement and resignation at the WWTP plant, additional temporary staffing with proper certification is required by the DNR, until the Operator A position is filled. City of Beaver Dam has offered to help in a limited capacity and as staff is available. Forward to March 2 Regular meeting. 7. Review & discuss Columbia County 2021 HazMat Agreement: Annual agreement with Columbia County. Forward to March 2 Regular meeting. 8. Review & discuss status of Transportation Utility development: Reviewed timeline, dates for Public Information Meetings. First meeting is February 25 with a presentation by Ruekert Mielke, public comment and question/answer period. Second meeting March 11 with an overview of the presentation, public comment, and additional information presented as it develops. Also working on a draft ordinance discussing credits, past special assessments, etc. Council encourages the public to follow the links on the City's website for good information. Return to March 2 COW. 9. Review & discuss Plan Commission recommendation regarding Certified Survey Map application for the Columbus Elementary School at 200 Fuller Street: Certified Survey done as result of referendum and additions to the elementary school. Forward to March 2 Regular meeting. 10. Review & discuss Plan Commission Recommendation regarding the Conditional Use Permit application for the Columbus Elementary School at 200 Fuller Street: CUP done as a result of the referendum and additions to the elementary school. Forward to March 2 Regular meeting. 11. Review & discuss Plan Commission Recommendation regarding the Conditional Use Permit application for the Columbus High School at 1164 Farnham Street: CUP done as a result of the referendum and additions to the high school. Forward to March 2 Regular meeting. 12. Convene to closed session per §19.85(1)(e) deliberating or negotiating the purchase of public properties, the investment of public funds, or conducting other public business, whenever competitive or bargaining reasons require specifically to discuss potential use of City property at 1149 W. James Street. Motion by Thom, second by Pyfferoen to convene to closed session at 8:10 pm. Roll call vote unanimous. 13. Reconvene to open session: Motion by Thom, second by Pyfferoen to reconvene to open session at 8:20 pm. Carried voice vote. 14. Convene to closed session per § 19.85(1)(g) to confer with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved. Motion by Thom, second by Gray to convene to closed session at 8:29 pm. Roll call vote unanimous. 15. Reconvene to open session: Motion by Thom, second by Adams to reconvene to open session at 8:40 pm. Carried voice vote. 16. Adjourn: Motion by Thom, second by Gray to adjourn at 8:40 pm.
