COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES
TUESDAY, MAY 4, 2021 – 7:49 PM
COLUMBUS CITY HALL
1. Roll Call: The meeting was called to order by Council President Gray at 7:49 pm. Present: Council
President Gray, Mayor Arnold, Alders Albright, McCabe, Motiff, Pyfferoen, Reid; City Administrator Ellefson,
City Clerk Goebel, City Attorney Johnson, Director of Planning & Development Schreiber (via Zoom),
Rec/CAAC Director Meyers, Police Chief Weiner, WWTP Operator A Anding, interested citizens, media.
2. Notice of Open Meeting: Noted as posted.
3. Approve Agenda: Motion by Pyfferoen, second by Motiff to approve. Carried voice vote.
4. Citizen Comments: None
5. Committee/Commission Minutes: placed on file: CHLPC 3/10/21, CWL 3/18/21, EMS 9/23/20, PFC
3/15/21, Recreation 2/15/21
6. Review & discuss the purchase of a UTV with attachments for the Wastewater Treatment Plant:
WWTP Operator A Anding reviewed the 3 bids received. The UTV must be ordered and will take 1-2
months to receive. This is a budgeted item. Forward to 5/18/21 Regular meeting.
7. Review & discuss Tax Increment Finance District 6 Timeline and Project Plan: Director of
Planning & Development Schreiber explained the TIF #6 timeline and project plan. Notices have been
sent and a public hearing of the Joint Review Board and the Plan Commission is set for May 13.
Afterward, the Council will have to approve the TIF, then the Joint Review Board will meet again to
certify the TIF. Forward to 5/18/21 Regular meeting.
8. Review & discuss updated Police Sergeant’s Position Description: Chief Weiner indicated the
sergeant has resigned. The job description was written with management components. This is not a
management position; the eligibility requirements have been dropped from 4 years to 2 years due to
lack of applicants. Forward to 5/18/21 Regular meeting.
9. Convene to closed session pursuant to 19.85(1)(c) considering employment, promotion,
compensation or performance evaluation data for any public employee over which the
governmental body has jurisdiction or exercises responsibility to discuss employment
agreement for Police Lieutenant: Motion by Pyfferoen, second by McCabe to convene to closed
session at 8:18 pm. Roll call vote unanimous.
10. Reconvene to open session: Motion by Pyfferoen, second by Reid to reconvene to open session at
8:43 pm. Carried voice vote.
11. Convene to closed session per § 19.85(1)(g) to confer with legal counsel for the governmental
body who is rendering oral or written advice concerning strategy to be adopted by the body
with respect to litigation in which it is or is likely to become involved to discuss potential
litigation: Motion by Reid, second by Motiff to convene to closed session at 8:44 pm. Roll call vote
unanimous.
12. Reconvene to open session: Motion by Arnold, second by Pyfferoen to reconvene to open session at
9:18 pm. Carried voice vote.
13. Convene to closed session per § 19.85(1)(g) to confer with legal counsel for the governmental
body who is rendering oral or written advice concerning strategy to be adopted by the body
with respect to litigation in which it is or is likely to become involved to discuss potential
litigation: Motion by Pyfferoen, second by Motiff to convene to closed session at 9:19 pm. Roll call
vote unanimous.
14. Reconvene to open session: Motion by Arnold, second by McCabe to reconvene to open session at
9:28 pm. Carried voice vote.
15. Adjourn: Motion by McCabe, second by Arnold to adjourn at 9:29 pm. Carried voice vote.
