COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES
TUESDAY, SEPTEMBER 7, 2021 – 6:45 PM
COLUMBUS CITY HALL
1. Roll Call: Council President Gray called the meeting to order at 7:42 pm. Present: Council President
Gray, Mayor Arnold, Alders: Albright, Motiff, Pyfferoen, Reid; Staff: City Administrator Ellefson, City Clerk
Goebel, City Attorney Johnson, City Engineer Lietha, Lentz, Schreiber, Hazeltine. McCabe excused.

6. Review & consider resolution for Columbia County Library Tax Exemption: Forward to 9/21/21
Regular meeting.
7. Review & consider resolution for Dodge County Library Tax Exemption: Forward to 9/21/21
Regular meeting.
8. Review & consider Claim for Damages: Council approved denying the claim and forwarding to
insurance company. Forward to 9/21/21 Regular meeting.
9. Review & consider Snow Policy and Ordinance: Alder Albright asked if the clearing of ADA ramps
could be included in the ordinance; she also asked about the height of snowbanks at intersections
after plowing. Forward to 9/21/21 Regular meeting.
10. Review & consider updated Storm Water Utility information: A draft ordinance was presented to
Council to review. Credits for helping to alleviate run-off are set values. Staff still working on credits
and an operating budget for 2022. Return to future COW.
11. Review & consider CDA Bylaws: Schreiber mentioned the current by-laws are very outdated and
needed an update to reflect what the CDA really does, including property acquisition, development
and redevelopment. Forward to 9/21/21 Regular meeting.
12. Review & consider TIF 5 project plan amendment: Schreiber informed the Council staff had
identified additional properties to be added to TIF 5 and the deadline for approval to get the values for
2021 is September 30. There is a public hearing with the Joint Review Board and the Plan
Commission on September 15 at 5:30 and 6:00 respectively. If approved, the Council would vote on
the amendment at the September 21, 2021 regular meeting. Forward to 9/21/21 Regular meeting.
13. Convene to closed session per §19.85(1)(e) deliberating or negotiating the purchase of public
properties, the investment of public funds, or conducting other public business, whenever
competitive or bargaining reasons require a closed session, specifically to discuss potential
developments in TIF 6 in the City of Columbus: Motion by Motiff, second by Arnold to convene to
closed session at 8:16 pm. Roll call vote unanimous.
14. Reconvene to open session: Motion by Pyfferoen, second by Arnold to reconvene to open session
at 9:09 pm. Carried voice vote.
15. Convene to closed session per § 19.85(1)(g) to confer with legal counsel for the governmental
body who is rendering oral or written advice concerning strategy to be adopted by the body
with respect to litigation in which it is or is likely to become involved: Motion by Arnold, second
by Pyfferoen to convene to closed session at 9:09 pm. Roll call vote unanimous.
16. Reconvene to open session: Motion by Pyfferoen, second by Motiff to reconvene to open session
at 9:16 pm. Carried voice vote.
17. Adjourn: Motion by Pyfferoen, second by Motiff to adjourn at 9:16 pm. Carried voice vote.
