COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES TUESDAY, OCTOBER 19, 2021 – 6:45 PM COLUMBUS CITY HALL 1. Roll Call: Council President Gray called the meeting to order at 7:16 pm. Present (all via Zoom): Council President Gray, Mayor Arnold, Alders: Albright, Motiff, Pyfferoen, Reid; Staff (in person): City Administrator Ellefson, City Clerk Goebel; (via Zoom): Fire Chief Hazeltine, Rec Director Meyers, City Engineer Lietha, City Atty Johnson, Chief Weiner, Michael Clark, Amy Roelke. 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Pyfferoen, second by Motiff to approve the agenda. Carried voice vote. 4. Citizen Comments: None. 5. Department Reports: placed on file: August: Recreation, September: DPW, Fire Dept, Library, Lifestar, Police Rpt, Treasurer's Rpt, 6. Review & discuss R/M Storm Water Utility Task Order #2021-07: Results from the previous meeting, staff requested consulting services for storm water utility fee structure, ordinance, credits, public information meeting(s) and follow-up. Forward to 11/2 Regular meeting. 7. Review & discuss R/M Task Order #2021-08 for Storm Water Study Amendment: Reviewed notes from previous meeting and looked at getting water out of the 2nd ward creek, grades, secondary routes; consulted with DNR if the dam could be removed and aspects of the removal upstream and downstream, dredging if removed. Consensus of council was to move forward and get this done, more information for the public information meetings for the utility, the better. Forward to 11/2 Regular meeting. 8. Review & discuss WI Professional Police Association Promotions Policy: The policy outlines when an officer is promoted within the union; contract and city policy contradict. Forward to 11/2 Regular meeting. 9. Review & discuss Recreation Registration program recommendation: The contract with ActiveNet expires12/31/21; would like to move to a more comprehensive and user friendly program. Forward to 11/2 Regular meeting. 10. Review & discuss Fire Department Revised Position Descriptions: Updated position descriptions gives structure within the department and outlines direct supervisory authority. Forward to 11/2 Regular meeting. 11. Review & discuss Human Resources Administrator Position Description: Forward to 11/2 Regular meeting and consensus to immediately begin recruitment with updated position description. 12. Review & discuss 2022 Proposed Budget for publishing: No questions, consensus to publish to meet statutory requirements before the public hearing. Budget workshop will be October 26. 13. Convene to closed session per § 19.85(1)(c) to consider employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility: Motion by Motiff, second by Pyfferoen to convene to closed session at 8:00 pm. Roll call vote unanimous. 14. Reconvene to open session: Motion by Pyfferoen, second by Arnold to reconvene to open session at 8:34 pm. Carried voice vote. 15. Citizen Comments o Due to the ongoing COVID-19 Pandemic, the City continues to make efforts to minimize risk, including limiting in-person attendance at meetings. The Tuesday, October 19 meeting will be held remotely, with only essential personnel in City Hall. Members of the public wishing to view the meeting can do so on Zoom, on the City of Columbus Cable Channel 980, City Hall courtyard, or by streaming the meeting live from the Columbus website. We are working to implement additional technology measures to ensure the public has the opportunity to monitor the meetings.
