COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE
TUESDAY, DECEMBER 7, 2021 – 6:45 PM
COLUMBUS CITY HALL
1. Roll Call: Council President Gray called the meeting to order at 6:30 pm. Present via Zoom: Council
President Gray, Alders: Albright, Motiff, Reid, Roelke; Staff in person: City Administrator Ellefson, City
Clerk Goebel; staff via Zoom: City Attorney Johnson, City Engineer Lietha, Schreiber, Weiner, Meyers,
Bledsoe
2. Notice of Open Meeting: Noted as posted.
3. Approve Agenda: Motion by Motiff, second by Roelke to approve agenda. Carried voice vote.
4. Citizen Comments: None
5. Committee/Commission Minutes placed on file: Cable Commission 10/13/21, Library 09/28/21,
PFC 9/22/21, 11/9/21, Recreation 9/8/21,10/13/21
6. Review Knowles Nelson Stewardship (TAP) Grant Appraiser process: Schreiber hopes to have
additional appraisers for the next meeting. Forward to 12/21 Regular meeting.
7. Review "Class B" Liquor & Fermented Malt Beverage License – Tea Time, LLC: Forward to 12/21
Regular meeting.
8. Review Ordinance to Repeal & Recreate Section 34-1 Establishing Aldermanic Districts for
City of Columbus: Forward to 12/21 Regular meeting.
9. Storm Water Utility Ordinance/Information Update: Ellefson reviewed the draft ordinance. Forward
to 12/21 Regular meeting. A listening session for the storm water utility will be held at the Senior
Center on 12/14 at 6:30 pm for the public to learn what the utility is about and to ask questions.
10. Discuss establishing ethics committee: Council discussed creating an ethics committee; would
decide ethical standards and code of conduct and be the committee unless a member of the council is
being reviewed. City Attorney Johnson will have a draft ordinance tailored to Columbus for review.
Return to 12/21 COW.
11. Review summary of Organizational Study: Ellefson hi-lighted several points taken from the study
and consensus was to focus on job duties & responsibilities and wage study. Staff will begin with these
items and return to Council as needed.
12. Convene to closed session per § 19.85(1)(g) to confer with legal counsel for the governmental
body who is rendering oral or written advice concerning strategy to be adopted by the body
with respect to litigation in which it is or is likely to become involved: Motion by Albright, second
by Motiff to convene to closed session at 8:14 pm. Roll call vote unanimous.
13. Reconvene to open session: Motion by Motiff, second by Roelke to reconvene at 8:34 pm. Carried
voice vote.
14. Adjourn: Motion by Motiff, second by Roelke to adjourn at 8:35 pm. Carried voice vote.

Due to the ongoing COVID-19 Pandemic, the City continues to make efforts to minimize risk, including limiting in-
person attendance at meetings. The Tuesday, December 7 meeting will be held remotely, with only essential
personnel in City Hall. Members of the public wishing to view the meeting can do so on Zoom, on the City of
Columbus Cable Channel 980, City Hall courtyard, or by streaming the meeting live from the Columbus website. We
are working to implement additional technology measures to ensure the public has the opportunity to monitor the
