COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE
TUESDAY, DECEMBER 21, 2021 – 6:45 PM
COLUMBUS CITY HALL
1. Roll Call: Council President Gray called the meeting to order at 6:51pm. Present via Zoom:
Council President Gray, Mayor Arnold, Alders: Albright, Motiff, Reid; Clark Absent, Roelke
excused; Staff: City Administrator Ellefson, Deputy Clerk Fude; via Zoom: Schreiber, City
Attorney Johnson, Bledsoe, Lentz, Kaltenberg, Weiner; Also Present via Zoom: Steve Black.
2. Notice of Open Meeting: Noted as posted.
3. Approve Agenda: Motion by Motiff to approve the agenda moving Item #7 before Item #6,
second by Arnold. Carried voice vote.
4. Citizen Comments: None
5. Department Reports: November 2021: DPW, Fire, Library, Lifestar, Police, Treasurer
7. Review Zoning Code amendment: Schreiber reviewed the zoning code amendment. This
will create a more efficient procedure. Council members reviewed and would like to have
council approval added to the process. Forward to 1/4/22 Regular meeting with change.
6. Review Stormwater draft ordinance: Ellefson gave a review of the listening session and
the ordinance details that clarifies the terms and billing procedures. Thank you to everyone
for their input. Forward to 1/4/22 Regular meeting.
8. Review Resolution authorizing representative for DNR Lead Service Line Funding –
Columbus W&L: Kaltenberg explained this is a standard resolution to appoint an authorized
representative to complete applications and answer questions. This is part of the application
process that is due by January 18, 2022. Forward to 1/4/22 Regular meeting.
9. Review temporary parking restrictions behind Columbus Middle School: Chief Weiner
and DPW Director Lentz have worked together to place and enforce temporary no parking
signs. It was decided to change the temporary signs to more permanent signs with winter
approaching. Temporary parking will end once construction is complete. Forward to 1/4/22
Regular meeting.
10. Review Revised City Fee Schedule: Fees were reviewed with minimal changes presented.
Would like to further review the Aquatic Center and Recycling Fees with department heads.
Forward to 1/4/22 Regular meeting with the exception of Aquatic Center and Recycling Fees.
Forward Aquatic Center and Recycling Fees to 1/4/22 COW meeting.
11. Review Ethics Committee draft ordinance: Discussion regarding political activity was held
on what to add and items to exclude. Motiff had also drafted a Code of Conduct. Guidelines
and expectations were discussed. Forward to 1/4/22 COW meeting.
12. Review Crew Leader Position Description: Kyle reviewed the changes to clarify the
position, education and experience. Forward to 1/4/22 Regular meeting.
13. Review RFP for Salary Study and Structural Evaluation: Recommendation is to review all
compensation but to exclude the Library, Police and Fire Department Structural evaluation at
this time. The salary study will serve as a benchmark to see how we compare with other
communities with comparable positions. Structural Evaluation will help day to day processes
run more efficiently. Forward to 1/4/22 Regular meeting.
14. Adjourn: Motion by Reid, second by Motiff to adjourn at 8:46 PM. Carried voice vote.

Due to the ongoing COVID-19 Pandemic, the City continues to make efforts to minimize risk, including limiting in-
person attendance at meetings. The Tuesday, December 21 meeting will be held remotely, with only essential
personnel in City Hall. Members of the public wishing to view the meeting can do so on Zoom, on the City of
Columbus Cable Channel 980, City Hall courtyard, or by streaming the meeting live from the Columbus website. We
are working to implement additional technology measures to ensure the public has the opportunity to monitor the
meetings. Citizens wishing to make public comment at the meeting via Zoom, please email Jane Fude at
jfude@columbuswi.us by noon on Tuesday, December 21. In your email, please include your name, address, and the
Zoom profile name or phone number you will be calling from.
