COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES
TUESDAY, JANUARY 4, 2022 – 7:00 PM
COLUMBUS CITY HALL
1. Roll Call: Roll Call: Mayor Arnold called the meeting to order at 7:07 pm. Present via Zoom:
Council President Gray, Mayor Arnold, Alders: Albright, Motiff, Reid, Roelke; Staff Present: City
Administrator Ellefson, City Clerk Goebel, Staff via Zoom: City Attorney Johnson, City Engineer
Lietha, Bledsoe, Meyers, Schreiber, Weiner, Lentz, Kaltenberg. Clark arrived at 7:33 pm.
2. Notice of Open Meeting: Noted as posted.
3. Approve Agenda: Motion by Roelke, second by Motiff to approve with changes: move item #8 after
to item #10. Carried voice vote.
4. Citizen Comments: None
5. Committee/Commission Minutes: Placed on file: Cable 11/17/21, CDA 7/19/21, 8/16/21, 9/28/21,
10/18/21, CHLPC 11/3/21 special, regular, 12/7/21, CWL 11/18/21, Library 8/17/21, 10/19/21,
11/16/21, PFC 11/22/21, Plan Comm 7/8/21, 8/12/21, 9/15/21, 10/14/21, Recreation 11/10/21,

6. Review DPW equipment repair request: DPW plow truck #4 has a dump box that needs
replacement. 3 bids received and request approval of quote from Madison Truck Equipment in the
amount of $28,028. Hope to receive by next plowing season. Forward to 1/18 Regular meeting.
7. Review Landscape Recycling Policy & Recycling Center Fees: Discussion to restrict contractor's
to weekly visit and three yards of debris. A consent form from the contractor, signed by the resident,
will be required for the contractor to use the center. Forward to 1/18 Regular meeting.
8. Review draft Ordinance for Ethics Committee and draft Code of Conduct: The draft ordinance
was discussed and consensus for code of conduct: under item (H), keep #3 and remove the rest. The
ethics committee would be comprised of City Council members – if a council member or mayor is the
subject of an ethics complaint, they would not serve and a resident would be temporarily appointed to
fill the vacant seat on the ethics commission. Return to 1/18 COW.
9. Review Aquatic Center Fees: Recommendation to increase daily fees and punch pass fees: daily
resident fee increase to $5, non-resident to $6; resident 10 punch pass to $45, non-resident 10 punch
pass to $55. Forward to 1/18 Regular meeting. Membership fees to be discussed at Aquatic Center
board meeting.
10. Review Athletic Field Use Agreements: Recommendation to increase resident / non-resident fees
to $10 & $20 respectively and one free tournament. City Attorney Johnson will have new agreements
for the next meeting. Forward to 1/18 Regular meeting.
11. Review IT Services options: Consensus to approve 2 year extension with Ontech for IT services.
Forward to 1/18 Regular meeting.
12. Review request for carryover of Flex Time and Holiday Hours: Due to staffing shortages,
Lieutenants at the Police Dept have been covering holiday time and accumulating flex time that
cannot be used by the end of the year. Request to approve carry over for 3 months to allow the
Lieutenants to use the time earned, and not zero out comp time earned on 12/31. Forward to 1/18
Regular meeting.
13. Adjourn: Motion by Motiff, second by Albright to adjourn at 9:50 pm. Carried voice vote.

Due to the ongoing COVID-19 Pandemic, the City continues to make efforts to minimize risk, including limiting in-
person attendance at meetings. The Tuesday, January 4 meeting will be held remotely, with only essential personnel
in City Hall. Members of the public wishing to view the meeting can do so on Zoom, on the City of Columbus Cable
Channel 980, City Hall courtyard, or by streaming the meeting live from the Columbus website. We are working to
implement additional technology measures to ensure the public has the opportunity to monitor the meetings. Citizens
