COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES TUESDAY, JANUARY 18, 2022 – 6:45 PM COLUMBUS CITY HALL 1. Roll Call: Council President Gray called the meeting to order at 7:15 PM. Present via Zoom: Council President Gray, Mayor Arnold, Alders; Albright, Motiff, Reid, Clark, Roelke; City Administrator Ellefson, Deputy Clerk Fude; via Zoom: City Attorney Johnson, Bledsoe, Schreiber, Lentz, Kaltenberg, Weiner; also Present via Zoom: Carmen Bruss, Scott Allain, Teddy Decker. 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Roelke, second by Albright to approve the agenda. Carried voice vote 4. Citizen Comments: Scott Allain would like to advocate for something in writing to provide clarity. Carmen Bruss and Teddy Decker here to answer questions. 5. Department Reports: December 2021: DPW, Fire, Library, Lifestar, Police, Treasurer. DPW Director Lentz answered why lateral at city hall will be monitored. 6. Review MOU for Scout Cabin usage: Recreation Director Meyers reviewed Scout cabin usage, fees and hours put in by volunteers. Will be a good partnership between the scouts and the City of Columbus. Forward to 2/1/22 Regular meeting. 7. Review CBO Request: Recreation Director Meyers reviewed request. City of Columbus defines the Recreation Programs where everyone registers, everyone plays and everyone is on a team. Needs clarification from CBO for club teams. Discussion covered services and items provided by the city along with fees paid and volunteer hours received. Return to 2/1/22 COW meeting. 8. Review Request to Purchase Mower for DPW: Lentz reviewed need for a new 61" mower as current mowers are at the end of their life expectancy. Recommend to purchase 61" Scag mover from Mid-State Equipment for $14,210.00 with funds Capital Equipment fund with a $1,000 trade in. Forward to 2/1/22 Regular meeting. 9. Review Ethics Committee Ordinance and Code of Conduct Information: Albright reviewed items she would like to see added from the City of Green Bay: Parliamentary procedures, conflict of interest, respectful of diverse opinions, time for filing. Maybe change filing time to 90-120 days. Motiff would like to add political action terminology. Discussion was held as to members of the Ethics committee. Return to 2/1/22 COW meeting. 10. Convene to closed session per §19.85(1)(e) deliberating or negotiating the purchase of public properties,the investment of public funds, or conducting other public business, whenever competitive or bargaining reasons require a closed session, specifically to discuss potential purchase of property in the City of Columbus: Motion by Motiff, second by Arnold to convene into closed session at 9:09 pm. Roll call vote unanimous. 11. Reconvene to open session: Motion by Arnold, second by Roelke to reconvene to open session at 9:47 pm. Carried voice vote. 12. Convene to closed session per § 19.85(1)(g) to confer with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved: Motion by Roelke, second by Arnold to convene into closed session at 9:48 pm. Roll call vote unanimous. 13. Reconvene to open session: Motion by Albright, second by Roelke to reconvene to open session at 9:54 pm. Carried voice vote. 14.
