COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES
TUESDAY, FEBRUARY 1, 2022 – 6:51 PM
COLUMBUS CITY HALL
1. Roll Call: Present via Zoom: Council President Gray, Mayor Arnold, Alders: Albright, Clark, Motiff, Reid,
Roelke; Staff: City Administrator Ellefson, City Clerk Goebel, via Zoom: Lietha, Lentz, Meyers, Bledsoe,
Hazeltine, Atty Johnson, interested citizens.
2. Notice of Open Meeting: Noted as posted.
3. Approve Agenda: Motion by Roelke, second by Motiff to approve agenda. Carried voice vote.
4. Citizen Comments: interested citizens available for item #6.
5. Committee / Commission Minutes: placed on file: Cable 12/08/21, CHLPC 12/8/21, CWL 12/16/21
6. Review CBO Request: CBO & City reached an agreement. Forward to 2/16 Regular meeting.
7. Review 2022 Water Management Contract with Carrico: Forward to 2/16 Regular meeting.
8. Review Columbia County 2022 Haz Mat agreement: Forward to 2/16 Regular meeting.
9. Review Ethics Committee Ordinance and Code of Conduct Information: Forward ordinance and
code of conduct to 2/16 Regular meeting.
10. Review Stormwater Utility updates/Amendments: Ellefson stated the amendment came from the sub-
committee level and comments from the listening session. Amendment would freeze the charge for 3
years and any increase would be capped at 3%. Anything requested over 3% would have to go to
referendum. Forward to 2/16 Regular meeting.
11. Convene to closed session per § 19.85(1)(g) to confer with legal counsel for the governmental
body who is rendering oral or written advice concerning strategy to be adopted by the body with
respect to litigation in which it is or is likely to become involved: Motion by Motiff, second by Roelke
to convene to closed session at 7:04 pm. Roll call vote unanimous.
12. Reconvene to open session: Motion by Arnold, second by Motiff to reconvene to open session at 7:17
pm. Carried voice vote.
13. Adjourn: Motion by Clark, second by Albright to adjourn at 7:18 pm. Carried voice vote.

o Due to the ongoing COVID-19 Pandemic, the City continues to make efforts to minimize risk, including limiting in-person
attendance at meetings. The Tuesday, February 1 meeting will be held remotely, with only essential personnel in City
Hall. Members of the public wishing to view the meeting can do so on Zoom, on the City of Columbus Cable Channel
980, City Hall courtyard, or by streaming the meeting live from the Columbus website. We are working to implement
additional technology measures to ensure the public has the opportunity to monitor the meetings. Citizens wishing to
make public comment at the meeting via Zoom, please email Pat Goebel at pgoebel@columbuswi.us by noon on
Tuesday, February 1. In your email, please include your name, address, and the Zoom profile name or phone number
you will be calling from.
