COMMITTEE OF THE WHOLE MINUTES
TUESDAY, MARCH 15, 2022 – 6:45 PM
COLUMBUS CITY HALL
1. Roll Call: Council President Gray called the meeting to order at 7:21 pm. Present: Council President Gray,
Mayor Arnold, Alders: Albright, Clark (via Zoom), Motiff, Reid, Roelke; Staff: City Administrator Ellefson, City
Clerk Goebel; via Zoom: City Atty Johnson, City Engineer Lietha, Arnot, Lang, Kaltenberg, Koenig, Schreiber,
Anding, Lentz, Bledsoe. Interested citizens.
2. Notice of Open Meeting: Noted as posted.
3. Approve Agenda: Motion by Arnold, second by Motiff to approve the agenda. Carried voice vote.
4. Correspondence & Communications: None.
5. Department Reports – Place on file: February 2022: DPW, Fire, Library, Lifestar, Police, Treasurer
6. Consider Resolution to terminate TID #3: February 16 meeting, the bond was called. The City now has
the opportunity to close TIF #3 early. Forward to April 4 Regular meeting.
7. Consider Damm Farms Lease – land located off Tower Drive: Damm Farms have been leasing the
property and are interested in continuing to do so. Forward to April 4 Regular meeting.
8. Consider Application for Lot 6 Site Plan in Columbus Commerce Center: Forward to April 4 Regular
meeting.
9. Consider Application for Lot 7 Site Plan in Columbus Commerce Center: Forward to April 4 Regular
meeting.
10. Consider updated service agreement with LPI to publish The Commotion: Updated service agreement
to publish the Commotion; very successful and includes a lot of events in and around the City. Forward to
April 4 Regular meeting.
11. Consider amendment to Storm Water Utility: This amendment is a direct result from the listening sessions;
requiring future Councils a super-majority to make changes to this chapter. Forward to April 4 Regular
meeting.
12. Discuss Draft Personnel Manual: Will take time to review document and recommendations. Sub-group
created to start looking at how to approach the project. Members of the sub-group: Alders Albright, Motiff,
Roelke.
13. Discuss Draft Capital Equipment Plan: All agreed a capital improvement plan is needed. Forward to April
4 Regular meeting.
14. Convene to closed session per § 19.85(1)(c) to consider employment, promotion, compensation, or
performance evaluation data of any public employee over which the governmental body has
jurisdiction or exercises responsibility, specifically Annual Administrator Review: Motion by Motiff,
second by Albright to convene to closed session at 7:57 pm. Roll call vote unanimous.
15. Reconvene to open session: Motion by Roelke, second by Arnold to reconvene to open session at 8:09
pm. Carried voice vote.
16. Adjourn: Motion by Motiff, second by Albright to adjourn at 8:09 pm. Carried voice vote.
