COMMITTEE OF THE WHOLE AGENDA MINUTES
TUESDAY, JULY 19, 2022
1. Roll Call: Mayor Arnold called the meeting to order at 6:43 pm. Present: Arnold, Gray, Albright, Motiff
(via Zoom), Roelke (via Zoom), Reid, Steiner; City Administrator Ellefson, City Clerk Goebel, City
Attorney Johnson, City Engineer Lietha, City Staff, CWL staff, interested citizens.
2. Notice of Open Meeting: Noted as posted.
3. Approve Agenda: Motion by Roelke, second by Motiff to approve the agenda. Carried voice vote.
4. Citizen Comments: Molly Finkler, 464 Highview Lane does not support a referendum for the
ATV/UTV routes but it does go to referendum, would like the question to allow ATV/UTV's on all city
streets. Jake Boness, 320 Richmond Street, does not support a referendum for ATV/UTV routes,
thought the draft ordinance was a good start. Should allow routes on all city streets. Joe Hammer,
162 E School St, concurred with previous speakers – ATV/UTV routes should be open to all city
streets, referendum is not a good idea, tweak the draft ordinance instead.
5. Department Reports: Placed on file: DPW, Fire, Library, Lifestar, Police, Treasurer
6. RM Stormwater Bypass Report: City Engineer Lietha reviewed the report discussing dredging, 2nd
Ward Creek, studying natural channels. Return to a future COW.
7. RM Task Order CDBG Construction: Forward to 8/1 Regular meeting.
8. RM Task Order TAP Grant: costs have changed, change to completion dates must be approved by
state. Do not want to take the risk of spending $77,000 on a task order if city portion of the project
has increased.
9. Discuss question for ATV/UTV referendum: consensus for referendum wording: "Should the City
of Columbus allow all City streets to be recreational ATV/UTV routes". Forward to 8/1 Regular
meeting. City Attorney will draft resolution for approval.
10. Discuss 2023 Budget Priorities: suggestions from council: plan for stormwater, insurance for
employees, review fees, employee compensation, benefits, retention, city building upkeep.
11. Convene to closed session per §19.85(1)(e) deliberating or negotiating the purchase of public
properties, the investment of public funds, or conducting other public business, whenever
competitive or bargaining reasons require a closed session, specifically to discuss potential
sale of property in the City of Columbus: Motion by Arnold, second by Motiff to convene to
closed session at 8:30 pm. Roll call vote unanimous.
12. Reconvene to open session: Motion by Arnold, second by Steiner to reconvene to open session at
8:43 pm. Carried voice vote.
13. Convene to closed session per §19.85(1)(c) to consider employment, promotion,
compensation, or performance evaluation data of any public employee over which the
governmental body has jurisdiction or exercises responsibility – Assistant City Administrator
position: Motion by Arnold, second by Roelke to convene to closed session at 8:43 pm. Roll call
vote unanimous.
14. Reconvene to open session: Motion by Arnold, second by Steiner to reconvene to open session at
9:08 pm. Carried voice vote.
15. Adjourn: Motion by Arnold, second by Roelke to adjourn at 9:08 pm. Carried voice vote.
