COLUMBUS COMMON COUNCIL COMMITTEE OF THE WHOLE MINUTES MONDAY, AUGUST 1, 2022 1. Roll Call: Council President Gray called the meeting to order at 6:58 pm. Present: Gray, Arnold, Albright, Motiff, Roelke, Reid, Steiner; City Administrator Ellefson, City Clerk Goebel, City Attorney Johnson, City Engineer Lietha, City staff, CWL staff, interested citizens. 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Motiff, second by Arnold to approve agenda. Carried voice vote. 4. Citizen Comments: None. 5. Committee / Commission Minutes: Placed on file: CAAC 6/8/22, CWL 6/16/22, Library 4/19/22, Senior Center 7/7/22, Tourism 6/6/22 6. RM State Hwy 89 Change Order: The Change Order consists mostly for the blasting of rock. The amount of the change order is $45,794.73. Forward to 8/16 Regular Meeting. 7. RM Street Maintenance bid recommendation for base patching: Received one bid from Wolf Paving; base bid in the amount of $29,256, plus 2 alternates. Recommend going with just the base bid. Forward to 8/16 Regular Meeting. 8. RM Street Maintenance bid recommendation for chip sealing: Received one bid from Fahrner Asphalt; recommend rejecting the bid due to budgeting, and hope for better results in the future. 9. Beautification Committee: Citizens Paula Steiner requested the beautification ordinance be brought back to include business owners and residents appointed to the committee, and make recommendations for plantings around City parks. Request a small annual budget, perhaps run through Mae Ward Fund, but most of the plants would come from donations. Return to 8/16 COW to review ordinance. 10. Columbia County Solid Waste Contract Extension: Current contract options are 1 year extension or a 5-year extension with the fuel surcharge not to exceed 2.5%. Forward to 8/16 Regular meeting. 11. Plan Commission recommendation for CUP for home occupation at 259 Oak Street: Forward to 8/16 Regular meeting with Plan Commission stipulations for home occupation. 12. Trick or Treat Hours – 2022: Recreation recommendation to have Trick or Treat on Sunday, October 30, 4:00-7:00 pm. Forward to 8/16 Regular meeting. 13. Discuss Length of term for elected officials: Discussion to lengthen Alder and/or Mayor's terms. Consensus to keep all terms as they currently are. 14. Convene to closed session per §19.85(1)(e) deliberating or negotiating the purchase of public properties, the investment of public funds, or conducting other public business, whenever competitive or bargaining reasons require a closed session, specifically to discuss potential sale of property in the City of Columbus: Motion by Roelke, second by Motiff to convene to closed session at 7:51 pm. Roll call vote unanimous. 15. Reconvene to open session: Motion by Arnold, second by Motiff to reconvene at 8:43 pm. Carried voice vote. 16.
