COLUMBUS COMMON COUNCIL COMMITTEE OF THE WHOLE MINUTES MONDAY, FEBRUARY 20, 2023 COLUMBUS CITY HALL 1. Roll Call: Council President Gray called the meeting to order at 7:19 pm. Present: Council President Gray called the meeting to order at 6:30 pm. Present: Council President Gray, Mayor Arnold, Alders: Albright, Motiff, Reid, Roelke, Steiner; Staff: Ellefson, Goebel, Bledsoe, Larson; interested citizens. 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Motiff, second by Roelke to approve the agenda. Carried voice vote. 4. Citizen Comments: None. 5. Department Reports: Place on file: DPW, Fire, Library, Lifestar, Police, Treasurer, WWTP 6. Folsom Street reconstruction schedule: City Engineer Lietha mentioned the contract has been approved and signed and the contractor would like to start work March 20 and finish by Memorial Day. Lietha discussed concerns with early start and the City would not be liable for delays or other issues due to weather for the early start. Forward to 3/7 Regular meeting. 7. Garbage Contract Discussion and Recommendation: Columbia County Solid Waste, Pellitteri, LRS were in attendance to present their proposals for garbage pick up. All three would include bulk pick up if requested. Pelletteri & LRS included rates for 5 & 10 year contracts. Forward to 3/7 Regular meeting. 8. Request of the waiver of requirements of section 78-15 of the City Code of Ordinances, requiring the filing of a site plan: Owner of parcel 11211-718.02 would acquire half of parcel 11211-724.2 and combine with his parcel and owner of parcel 11211-724.3 would acquire the other half of 11211-724.2 and combine with his parcel. A CSM is being submitted and the Zoning Administrator can request a site plan along with a CSM. They are asking to waive this requirement. Forward to 3/7 Regular meeting. 9. Request of the property owners for the proposed Certified Survey Map for parcels 724.2, 724.3, and 718.02, with a waiver of the requirements of section 90-9(39) of the City Code of Ordinances, requiring street frontage for all residential lots: Owner of parcel 11211-718.02 would acquire half of parcel 11211-724.2 and combine with his parcel and owner of parcel 11211-724.3 would acquire the other half of 11211-724.2 and combine with his parcel. Owners are requesting a waiver requiring street frontage for all residential lots. These lots will not be developed and access to the lots will come by a perpetual easement that is already in existence. Forward 3/7 Regular meeting. 10. Convene to closed session per §19.85(1)(e) deliberating or negotiating the purchase of public properties, the investment of public funds, or conducting other public business, whenever competitive or bargaining reasons require a closed session, specifically to discuss potential purchase of property in the City of Columbus (TID 6 Projects, 1400 Park Avenue, Commerce Center Development Proposal): Motion by Roelke, second by Motiff to convene to closed session at 8:20 pm. Roll call vote unanimous. 11. Reconvene to open session: Motion by Roelke, second by Arnold to reconvene to open session at 9:05 pm. Carried voice vote. 12.
