COLUMBUS COMMON COUNCIL COMMITTEE OF THE WHOLE MINUTES TUESDAY, MARCH 7, 2023 1. Roll Call: Council President Gray called the meeting to order at 7:22 pm. Present: Council President Gray, Mayor Arnold, Alders: Albright, Reid, Roelke, Steiner; Staff: Ellefson, Goebel, Bledsoe, Atty Johnson, City Engineer Lietha, Meyers, interested citizens. Motiff excused. 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Steiner, second by Albright to approve the agenda. Carried voice vote. 4. Citizen Comments: None. 5. Committee / Commission Minutes: Placed on file: CHLPC 11/7/22, 1/19/23 CUC 1/19/23 PFC 12/21/22 6. Review Task Order #2023-01 Folsom Street & Utility Reconstruction: City Engineer Lietha outlined the Task Order which would cover the entire project in the amount of $75,776. Forward to 3/21 Regular meeting. 7. Review CBO, CSA athletic field agreements: Recreation Director Meyers hi-lighted the changes to CBO & CSA contracts: CSA contract line #4 to read 30 days to stay consistent between both organizations; line #5 to read should the CSA hold tournaments, their fees and expectations would be the same as the CBO; and have a shared calendar. Alder Steiner asked who enforces the contracts. It was suggested to have some enforcement accountability language in next years contracts and if there is an issue, to bring it forward to the Council for review. Forward to 3/21 Regular meeting. 8. Review CAYSO athletic field agreement: No changes. Forward to 3/21 Regular meeting. 9. Review 2023 Haz Mat agreement with Columbia County: Annual contract with Columbia County. Forward to 3/21 Regular meeting. 10. Review Historical Structural Report for City Hall Auditorium request for consideration – The Oaks Cultural Center Corporation: Helen Klock, Oak Cultural Center Corp, requested a restricted line item in the budget to hold donated funds to pay for a structural study on the City Hall Auditorium. Council agreed to the budget line item, a 3 year time frame to raise the funds, and if the Oak Cultural Center Corp dissolves or fund-raising falls short, money raised would go to the Mary Poser Auditorium fund. Forward to 3/21 Regular meeting. 11. Convene to closed session per §19.85(1)(e) deliberating or negotiating the purchase of public properties, the investment of public funds, or conducting other public business, whenever competitive or bargaining reasons require a closed session, specifically to discuss the investment of public funds (Lot 5 Commerce Center, Midwestern LLC): Motion by Roelke, second by Arnold to convene to closed session at 7:58 pm. Roll call vote unanimous. 12. Reconvene to open session: Motion by Roelke, second by Arnold to reconvene at 8:51 pm. Carried voice vote. 13. Convene to closed session per § 19.85(1)(c) to consider employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility, specifically to discuss, Public Works Director recruitment, Street Superintendent recruitment, Public Works Maintenance Worker recruitment, and City Administrator Annual Review Process: Motion by Roelke, second by Arnold to convene to closed session at 8:52 pm. Roll call vote unanimous. 14. Reconvene to open session: Motion by Roelke, second by Steiner to reconvene to open session at 9:15 pm. Carried voice vote. 15.
