COLUMBUS COMMON COUNCIL COMMITTEE OF THE WHOLE MINUTES TUESDAY, AUGUST 22, 2023 1. Roll Call: Council President Roelke called the meeting to order at 7:40 pm. Present: Council President Roelke, Mayor Hammer, Alders: Finkler, Gray, Motiff, Reid, Roelke, Steiner; Staff: Swartz, Goebel, Atty Johnson, City Engineer Lietha, Gahlman, Meyers, Hazeltine. 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Motiff, second by Hammer to approve the agenda. Carried voice vote. 4. Citizen Comments: None 5. Department Reports for July 2023: DPW, Fire, Library, Police, Treasurer, WWTP placed on file. 6. Discuss Disposal of City owned asset: 2017 Ford Police Interceptor SUV: Chief Wiener requested permission to dispose of the vehicle in online auction. Forward to 9/5 Regular meeting. 7. Discuss Order of 2024 Squad: Discussion on different vehicles, availability, cost, and timing to apply. Consensus to place the order this year to get the vehicle you want and work with the cost in the budget. Forward to 9/5 Regular meeting. 8. Discuss Beautification Committee plan for painting park garbage cans: Discussion on what type of images or painting would be allowed, who would approve; etc. Forward to 9/5 Regular meeting with parameters. 9. Discuss Beautification Committee request for painting of murals and Review Certificate of Appropriateness for Mural on Community Center : Consensus to go ahead and fundraise for the mural. Forward to 9/5 Regular meeting. 10. Discuss 2023 Sidewalk Program: City Engineer Lietha high-lighted the sidewalk program, stating there is still time to get this done in 2023. Consensus to move it to 2024 to give plenty of time to notify homeowners. 11. Discuss SAFEbuilt Contract Amendment: contract with SAFEbuilt to do some of the zoning functions in the interim. Forward to 9/5 Regular meeting. 12. Discuss Job Description for Public Works Superintendent: table until new City Administrator arrives. 13. Review Inspection Report for Scout Cabin: Discussion on the inspection report. Council would like a more comprehensive study done; requested staff to contact current vendor for quote. 14. Convene into Closed Session per §§ 19.85(1)(e) deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session specifically to discuss Developer’s Agreement for 1400 Park Avenue: Motion by Motiff, second by Finkler to convene to closed session at 8:47 pm. Roll call vote unanimous. 15. Reconvene into Open Session: Motion by Finkler, second by Gray to reconvene at 9:01 pm. Carried voice vote. 16.
