COLUMBUS COMMON COUNCIL COMMITTEE OF THE WHOLE MINUTES TUESDAY, JANUARY 23, 2024 1. Roll Call: Council President Roelke called the meeting to order at 6:34 pm. Present: Council President Roelke, Alders: Gray (via Zoom), Motiff, Reid, Seiner; Staff: Amundson (via Zoom), Goebel, Larson, Hazeltine, Weiner, Meyers, Kornmann, City Attorney Johnson (via Zoom), interested citizens. Excused: Finkler, Hammer 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Motiff, second by Steiner to approve the agenda. Carried voice vote. 4. Citizen Comments: Henry Elling, 650 S Charles Street, spoke on the CHLPC Ordinance 5. Dept Reports: Fire, Library, Lifestar, Police, Treasurer, WWTP: Placed on file. 6. Discuss Tobacco License application - Last Minute Vape: Forward to 2/6/24 Regular meeting 7. Discuss Purchase of Rural Fire Truck: City Treasurer Larson presented a contract and plan to budget for the rest of the City's share of the new fire truck, approximately $635,404.90. Currently there is $350,000 in the 2024 budget. City Attorney Johnson reminded the Council the agreement between the City & Rural Group expires in 2027 and there is no language on how to purchase the vehicle, what happens to the old truck, or how all this is to be handled; suggested an amendment to the current agreement addressing these items. Motiff suggested working on the amendment prior to moving the purchase contract forward. Consensus to bring an amendment to the Council and add to the February 19 Regular meeting with the purchase contract. 8. Discuss CHLPC Ordinance: Concerns with the CLG status and the appeal process in the updated draft ordinance. Reid suggested leaving the original ordinance alone and have Attorney Johnson draft a change to the appeals process. 9. Adjourn: Motion by Gray, second by Motiff to adjourn at 7:51 pm.
