COLUMBUS COMMON COUNCIL COMMITTEE OF THE WHOLE TUESDAY, FEBRUARY 6, 2024 1. Roll Call: Mayor Hammer called the meeting to order at 6:37 pm. Present: Mayor Hammer, Alders: Finkler, Gray, Motiff, Reid, Steiner; Staff: Amundson, Goebel, City Attorney Johnson, City Engineer Lietha, Chief Weiner, Chief Hazeltine, Meyers, Caine, Larson. Alder Roelke excused. 2. Notice of Open Meeting: Noted as posted 3. Approve Agenda: Motion by Gray, second by Finkler to approve the agenda. Carried voice vote. 4. Citizen Comments: None 5. Committee / Commission minutes placed on file: Cable 10/23/23, Library 12/19/23, PFC 12/19/23, Utilities 12/20/23 6. Discuss IT options: Staff presented three bids for IT providers and made recommendation to go with Rhyme. The bid is all inclusive, making it easier to budget. Forward to 2/19 Regular meeting. 7. Discuss Fluid Quip Mechanical 3rd driveway request: Request for a third driveway to ease traffic congestion. Forward to 2/19 Regular meeting. 8. Discuss Aquatic Center water management agreement with Carrico: The City has used Carrico for many years and have been happy with the service. Forward to 2/19 Regular meeting. 9. Discuss CHLPC Ordinance amendment: Consensus for the updated ordinance to address the appeal process. Forward to next Plan Commission meeting for a Public Hearing. 10. Discuss Citizens rights to address Council Ordinance: Discussion on different methods allowing for public comment at Council / COW meetings; comments to include any subject, only subject on the agendas, when to hear the comments. Return to 2/19 COW for further discussion. 11. Discuss ATV / UTV Ordinance sunset clause: The ATV / UTV ordinance includes a sunset clause effective May 1, 2024. Discussion if the ordinance should go back to advisory referendum, remove the clause, or extend the clause. Alder Finkler stated she thought the legislature no longer allowed advisory referendums. Alder Steiner stated it was a waste of time sending it back to referendum. Others stated if the Council said it should go back to referendum, then it should. Forward the sunset clause to the 2/19 Regular meeting. 12. Discuss Public Safety Building RFP: Concerns this RFP would only allow for a study on specific City- owned land, doesn't include the Dingee property, and does not allow other possible land purchases. Forward to 2/19 Regular meeting with updates to the RFP. 13. Discuss Interim Department Head amendment to the Policy & Procedures manual: Consensus to have a policy in place, but concerns with a flat 10% as suggested. Suggested it should handled internally with HR Administrator and the City Administrator. Forward to 2/19 Regular meeting. 14. Discuss Fee Schedule updates: City Treasurer Larson stated some items were missed when the Fee Schedule was presented in December. Forward to 2/19 Regular meeting. 15. Discuss moving the Committee of the Whole Council meeting before the Regular meeting: Consensus moving the COW before the regular meeting did not allow for time to research on discussion at the COW meeting before being sent to the regular meeting for approval on same night. Motion by Finkler, second by Gray to table the discussion. Carried voice vote. 16. Convene to closed session per 19.85 (1) (c) to consider employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility, for purposes of considering an adjustment of compensation of certain employees in relation to other city employees; Specifically – the positions of DPW Admin Assistant, Deputy Treasurer, Police Department Administration Manager, Recreation Director, HR Administrator, City Clerk, and Assistant City Administrator. The meeting will not reconvene to open session: Motion by Motiff, second by Finkler to convene to closed session at 8:12 pm. Carried roll call vote. Meeting will not reconvene to open session.
