She hopes to receive one more quote but has not received any other calls back at this time. Dickason Blvd Columbus, WI 53925 SQ FOOTAGE DESCRIPTION Replacement of Front Roof Top Unit on Senior Center We hereby submit specifications for installation of new Trane 5 ton 410-A gas/electric natural gas roof top unit. Price includes gas piping, venting, curb adapter, wiring, and will use existing Honeywell 8000 thermostat. WARRANTY: 1 year parts warranty, 5 compressor parts warranty, 5 year heat exchanger parts warranty. TERMS: We propose to furnish materials and labor, complete in accordance to the above specifications for the sum of $ 8,720.00 to be paid in full upon project completion. All material is guaranteed to be as specified and all work completed in a workmanship-like manner according to standard practices. Any deviations or alterations from the above specifications involving extra costs will be executed only upon written orders and will become an extra charge over and above this written estimate. All agreements are contingent upon strikes, delays, or accidents beyond our control. Owner is to carry fire, tornado and other necessary insurance. Signature of acceptance _____________________________________  CITY OF COLUMBUS FOR MEETING OF: Committee of the Whole – 06/19/2018 REQUEST FROM/DEPARTMENT: Finance & Economic Development AGENDA ITEM: Update on Revolving Loan Fund Program ****************************************************************************** DESCRIPTION AND SCOPE OF PROJECT/ITEM WITH KEY ISSUES NOTED: The City received notification (06/13/2018) that the revolving loan fund program is being phased out by the State of Wisconsin. Currently the Dept. of Administration is circulating an amendment to the RLF program to create a CDBG-CLOSE program. This is being driven by HUD’s concerns regarding revolving loan funds and their use and non-use. The State has determined that its best course of action is to liquidate the remaining funding and close all revolving loan fund programs. What does this mean to the City? Currently the State proposes that effective 10/01/2018 all money on hand and all receivables balances be paid to the state within a 2 year period. To the City it would mean any funds that are unused and on hand as of that point would be given back to the State ALONG with any outstanding balances due the City on active loans. The City would continue to collect payments on these loans and could use the collected funds for a de-federalized economic development program. All of these items will require HUD approval before the State can implement them. Audits – in the webinar it was mentioned that they plan to do formal audits of all programs starting with year 1982. At this time all municipalities with programs will be audited. More informational meetings are being planned by the Department of Administration and I am hoping to learn more about the mechanics at these meetings. ACTION REQUESTED OF COUNCIL: Discuss possibility and select date/time of rescheduling the July 3rd Council Meeting.  2018 AGENDA ITEM Committee of the Whole Meeting date: _____ June 19, 2018 ______ ITEM: _ Discussion Regarding the City Council District Three Vacancy___ DETAILED DESCRIPTION OF SUBJECT MATTER: At the June 5, 2018 City Council Meeting, Council Member Kenney resigned as District Three Alder effective that night, leaving a vacancy. To Wisconsin Statutes [§17.23(1)(a)] provide the following: In the office of alderperson, by the common council, except as provided in s. 9.10. A person so appointed shall hold office until a successor is elected and qualified. Unless otherwise ordered by the common council, a successor shall be elected for the residue of the unexpired term on the first Tuesday of April next after the vacancy happens, in case it happens no later than December 1 preceding the first Tuesday in April, but if the vacancy happens after December 1 preceding the first Tuesday in April and before that day, then the successor shall be elected on the first Tuesday in April of the next ensuing year. The common council may, if a vacancy occurs before June 1 in the year preceding expiration of the term of office, order a special election to fill a vacancy to be held on the Tuesday after the first Monday in November following the date of the order. A person so elected shall serve for the residue of the unexpired term.
