COLUMBUS UTILITY COMMISSION MEETING
MARCH 16, 2023
Columbus Utility Commission President Motiff called the Columbus Utility Commission
meeting to order at 6:30 pm. Commissioners present: Motiff, Mayor Arnold, Beckman and
Curtis. Also, present at the meeting was City Administrator Ellefson, Wastewater Treatment
Director Anding and Business Manager Kaltenberg. Excused: Rule, Thom and Andler
It was reported that the City Clerk, as required by appropriate Wisconsin Statutes, had given
proper public notice of the meeting.
The Agenda for the meeting was approved on a motion by Beckman, second by Curtis. Motion
carried.
The Consent Agenda, which consisted of the February 23rd Commission Meeting minutes and
the Outage Report. The Commission reviewed the February Cash Disbursements Report; checks
numbered 23005-23034 and 38 wire and ACH transfers, totaled $921,690.63. The Commission
reviewed the Accounts Payable Reports totaling $218,544.28 and the Purchase Order Register
totaling $9,915.03. Motion by Arnold, second by Beckman to the consent agenda and approve
paying the requests from the AP Report and the Purchase Order Registers. Roll call vote: Curtis
aye, Beckman aye, Motiff aye and Arnold. Motion carried. Reports were approved and placed on
file.
UNFINISHED BUSINESS:
Update on Field Services Director: President Motiff gave an update and stated that this is being
further vetted.
NEW BUSINESS:
Jason Lietha from Ruekert & Mielke, Presented: Task Order 2023-01-2023 Folsom Street and Utility
Reconstruction. Motion by Arnold, second by Curtis to approve Task Order 2023-01-2023 Folsom
Street and Utility Reconstruction for Columbus Water for $17,428 and Columbus Sanitary for
$13,640. Roll call: Arnold aye, Motiff aye, Curtis aye and Beckman aye. Motion carried.
Utility Administrative Building Roof Repairs: A formal quote was received from Great Lakes Roofing
to replace the roof on the Utilities administrative Building for $275,000. $200,000 was budgeted for
roof repairs. To cover the additional costs $100,000 was budgets for a new shed that will not be
built in 2023. Motion by Curtis, second by Arnold to approve the quote from Great Lakes Roofing
for $275,000.00 Roll call: Arnold aye, Motiff aye, Curtis aye and Beckman aye. Motion carried.
Commission Meeting Dates: The topic has been brought up about consideration of changing the
Commission meeting dates. After discussion the consensus of the Commission was to leave it as the
third Thursday of the month.
Motion by Beckman, second by Curtis to adjourn at 6:52 p.m. Motion carried.

Next Meeting: Thursday, April 6 2023 at 8:15 am at the Community Center
To Mayor Hammer and City Council members,
We would like to present an offer to purchase the entirety of the city-owned property at 1400
Park Ave. While we know the city has plans for the property, we also know that a sizable portion
of the City still would like to see the Dingee Farm restored in a way befitting of a local icon.
As you will see, we are offering more than what the city paid and paying our realtors’
commission. Additionally, we are making a written promise to donate 2% of any business
revenue, for the first 5 years, to the Columbus School Nutrition Angel Fund. We are doing this to
show that we intend to be committed, contributing members of the community.
We understand that the City has an RFP out for this property. We are nonetheless submitting
this offer because the fact of the matter is we need a place to live. Brian’s start date at UW
Health is set; we simply do not have the time to ride out the entire RFP process. As stated
during the last City Council meeting, the City has every right to move as quickly or as slowly as
they want with RFPs. Because of these timing factors related to Brian’s job, we are submitting
this offer now so that we have a place to live once we move.
As a courtesy, we are also letting you know that we intend to publish the basic details of our
offer to social media. We are doing this because throughout our pursuit of this property, we have
encountered many Columbus residents who feel strongly about its fate. We want to maintain
transparency with those who support our vision for the Dingee Farm.
Throughout this entire process, we have had the pleasure of interacting with many residents of
Columbus. They have shown us that Columbus is a welcoming and supportive community.
Consequently, we are extending this offer in the hope that we can make Columbus and the

I would like to ask approval from council members, to allow the Recreation Department to
accept a donation of $10,000 from Bob & Janet Groh. This donation is specifically for efforts in
raising funds for Pickleball courts in Fireman’s park; I cannot express how thankful I am for this
opportunity. For reference, there currently is an account set up, for accepting donations.
Bob & Janet’s support allows us to continue to work towards our mission to complete this
project. Our community is very eager and excited to see this succeed.
Vision boards are in the process of being completed and I am waiting on additional quotes to
include installation; at that time, I will be happy to provide council members with an update at

Pickleball is growing tremendously in Columbus. There is a Pickleball group that meets indoors at the
Columbus Elementary School three times a week to play; in the beginning of the year, they met once.
With summertime approaching it would be wonderful to get everyone outside in our park, to play this
sport.
This same group has offered to volunteer their time to paint lines on the city tennis courts. The city
would fund the stencils and the paint as a park expense; approved by DPW Interim Director Brandon
Bledsoe. I would be there to help where needed when the project is underway. I am asking for council
support on this project so we can add more amenities (for adults) to our parks.

DETAILED DESCRIPTION OF SUBJECT MATTER:
Staff have continued work on the Draft Capital Streets Plan, and are nearing the point
where we feel comfortable submitting this for approval so we can secure commitment to
these improvements and staff can incorporate these efforts into budget and finance
preparations moving forward. Attached is a draft capital street plan for 2023 through 2032
showing the proposed street projects and potential expenses. The overall Capital Streets
Plan list has more than $17M in improvements, but only about $10M are budgeted in the
next 10 years. In 2032 this will result in approximately $173,000 in additional debt service
compared to 2023, although by 2033 it will have dropped substantially. These projects
were selected and timed based on anticipated financing terms and conditions, but it is
important to note that many things could play a role in the viability of this plan moving
forward. We made our debt service assumptions using 20 year bonds at 3.75% interest,
so more favorable conditions will reduce borrowing costs or allow us to borrow greater
amounts at the same cost. Additionally we did not include any grant funding that has not
already been awarded, so we are hopeful that at some point during this timeframe the City
would be fortunate enough to be awarded some type of transportation grant that would
defray some costs.
As staff and the City Engineer reviewed the earlier draft of the Capital Streets Plan, there
were a few changes incorporated based on project overlap and the desire to avoid multiple
projects at one time that might create compounding traffic concerns. Changes include
moving two project into 2024 when there were no projects previously, moving the School
Street project back one year, and handling the repaving of S Dickason Blvd separately
from the School Street project.
One important note is that this plan goes well into the future, and it is difficult to know how
these roads will fare during that time. This plan is intended to be a guideline and can be
changed as necessary to meet changing conditions. The most critical piece of adopting
this plan is that it locks the funding intention into place so staff can incorporate this into
overall debt management plans, while maintaining the flexibility for projects to be
substituted as necessary.
