Columbus Historic Landmarks Preservation Commission Regular Meeting Minutes Wednesday Nov. 3, 2021 161 N. Dickason Blvd - Community Center Building 1. CHLPC chair Hermanson called meeting to order at 4:05 pm 2. Hermanson reported the meeting was properly posted 3. In attendance: Hermanson, Ulrich, Altschwager, Elling, Thom, Pyfferoen (via zoom) City staff: Matthew Schreiber, Amy Jo Meyers Guest: Jason Tish - WI. State Historical Society. Absent: Liaison Gray 4. Citizen comments on agenda items - none 5. Altschwager made motion to approve the agenda, Ulrich 2nd, motion passed by voice vote 6. Altschwager made motion to approve minutes from the October 13th, 2021 meeting with spelling correction, Elling 2nd, motion passed by voice vote 7. Kurth made motion to approve special meeting minutes Oct. 25, 2021 with spelling correction, Second by Altschwager, motion passed by voice vote 8. Elling made motion to acknowledge receipt of meeting minutes of Rest Haven sub committee Nov. 2, 2021, Kurth 2nd, motion passed by voice vote 9. Treasurer Altschwager shared a written report and verbal summary. Kurth made motion to approve , Elling 2nd, approved by voice vote A. Bills submitted- Minuteman press $1394.25 and postage and envelopes $25.89 to be paid from CHLPC Rest Haven improvement account. Thom made a motion to approve both expenditures, Altschwager 2nd motion passed by voice vote. B. Altschwager reported on a question regarding tax-exempt donations to CHLPC and shared IRS information provided by the city Administration to help clarify acceptance of financial donations. 10. Old Business: 11. Standard Operating Procedures for City Council items – Amy Jo Meyers - discussion to continue 12. Pavilion Bench Seating and Support Brackets - Hermanson reported that both approved contracts have been signed and the project is currently underway. 13. Elling made a motion to seek guidance and interpretation from the city attorney concerning Certificate of Appropriateness form and procedure, 2nd by Altschwager, motion passed by voice vote. 14. Hermanson asked Schreiber about city budget approval, Schreiber reported a public hearing is scheduled November 16th 2021 to consider budget adoption. 15. New Business: 16. Paul Pyfferoen appointed by Mayor and approved by city council to fill vacancy on CHLPC 17. Council Liaison Report - Liaison not in attendance 18. Report from Jason Tish Wisconsin State Historical Society: Federally designated properties and districts created within city may not have been adopted under current local ordinance, commission does not have the authority to oversee state/federally designated properties. Local ordinance provides protections on exterior alterations while state or federal designations provide incentives. 19. Local State & National Landmarks - Tish reiterated CHLPC has jurisdiction over locally designated properties only and recommended the commission consider Certificate of Appropriateness under current conditions to be advisory due to legal concerns. 20. HLPC Ordinance Update: No update 21. No action taken concerning complaint 127 East James St. (no COA received for exterior painting) 22. COA for TJ Weege 300 S. Dickason Blvd. Thom made a motion to table porch improvements application until spring 2022, 2nd by Altschwager motion by passed voice vote. 23. Schreiber gave an update on requirements for WI Dept. State Tourism Capital Grant Program, no action taken. 24. Ulrich gave a verbal report of Rest Haven subcommittee: bids for architecture services are expected for review and consideration in December. Sec. Thom excused at 5:40 pm for remainder of meeting Respectfully submitted by Michael Thom, secretary, Columbus Historic Landmarks Preservation Commission, City of Columbus, WI Minutes drafted for approval 12-6-21 Minutes: #25: Columbus Historical Society permission to use our Note Cards reprinted for their use: Permission granted as Walcott Studio has the rights to the note cards. #26: 2022 CHLPC Calendar - Update: Ulrich distributed calendars to be delivered. Commission showed appreciation to Ulrich for creation and completion of the 2022 Calendar. #27: Discuss Past Commissioners help and contribution to Commission & Thank You to past members or some sort of recognition for Past service: Following discussion, it was agreed to bring ideas to the next meeting. Past concerts had been scheduled for the 3rd Thursday of June, July, and August. Subject to be taken up on the December agenda. #28: Concerts in the Park 2022 need Volunteers to head up #29: Items for the next agenda: 1) Ordinance update ; 2) Update COA #30: Future dates will be Dec. 8 Dates for 2022 review: The next monthly meeting with be December 8 @ 4pm. #31: Adjourn: Kurth made a motion to adjourn.
