Meeting Minutes
Monday, December 7, 2022

The meeting was called to order by Chair Ruth Hermanson at 4:00 p.m.
Attendance: Present Commissioners Altschwager, Elling, Hermanson, Gilbertson, and Kaland. Council
Liaison Gray and Recreation Director Meyer were also present. Commissioners Nichols and Ulrich were
absent and excused.
Notice of open meeting: Chair Hermanson noted that the meeting agenda had been posted and distributed
per State Statutes.
Citizen comments on agenda items: No comments.
Approve agenda: Motion by Altschwager, second by Gilbertson, to approve the agenda as posted. Motion
carried unanimously.
Approve minutes from the Regular Meeting November 7, 2022: Motion by Kaland second by Gilbertson
to approve the minutes as corrected. Motion carried unanimously.
Treasurer’s report: Altschwager presented the report as of December 7, 2022.

Motion by Gilbertson, second by Kaland to approve payment of $1,589.90 from account #255392 to
Minuteman Printing for the final calendar delivery. Motion carried unanimously.
The additional invoice from Design Coalition had not been reviewed by the subcommittee, so it was set
aside until January’s meeting.
Council Liaison Report: Council liaison Gray noted that the 2023 budget had been approved as requested
by the Commission. Commissioner Elling questioned whether the CHLPC Chair should speak to the
Council about our Ordinance Update subcommittee activities. Liaison Gray stated that the CHLPC should
continue and prepare a revised Ordinance for the Council to review. He noted that the City Council
Ordinance Review Committee had not met since April, 2022 and the work on the Historic Preservation
Ordinance was requested by a previous Mayor who was no longer involved. We should keep Liaison
Gray informed on our progress and he will assist in scheduling with the Council.
Chair Hermanson asked about the status of the ARPA grant applications. Liaison Gray stated that the
Council was on hold with the current applications.

Staff Report: Recreation Director Meyer reported that the reservations for the 2023 RestHaven site were
proceeding, with notice to any applicants that their reservation may be cancelled if the site is under
construction. She is recommending that secondary sites be considered or reserved.
2023 Meeting Schedule: The group agreed to proceed with 2023 monthly meetings scheduled on the
Third Wednesday of the month, beginning in February.
RestHaven SubCommittee Report: Chair Hermanson reported that the subcommittee submitted their plans
to the State Historic Preservation Office on November 9. They had a response that questioned the front
door change from double doors to single, handicap accessible doorway. They are trying to schedule a
phone call with the SHPO staff and project architect to review the comments. Chair Hermanson stated
that she or another committee member will participate in the call.
Recreation Director Meyers reviewed the remaining approval process for the RestHaven project:
- State Historic Preservation Office review and approval
- Subcommittee review of SHPO-approved plans and recommendation to CHLPC
- CHLPC review and recommendation to City Council
- City Council review of plans and approval to proceed to construction drawings and bid packet
- Architect prepares construction drawings, City Attorney prepares bid notifications
- CHLPC reviews construction drawings and recommends to City Council
- City Council reviews construction drawings and authorizes bid notifications/publishing
- Notice of bids in newspaper and to various contractors
- Receipt of bids by City Clerk
- Review bids by City staff with recommendation to City Council
- Recommendation on funding source by CHLPC based on potential awarded bid amount
- Acknowledge funding of project by City Council
- Award/Rejection of bid by City Council
Report on the 2023 Calendar: Calendars have been delivered. Commissioner Altschwager will visit
various sales sites to check on sale levels.
Lanyards for members: In Commissioner Nichols absence the item was set aside until January meeting.
Report from Ordinance Review Subcommittee: Commissioners Elling and Gilbertson reported that the
group has met three times to review the existing Ordinance, the 2021 draft from the City Attorney, the
February 2022 comments from the SHPO and Chair Hermanson. They hope to have a significant amount
done by the January, 2023 CHLPC meeting. Their next meeting will focus on significant policy
questions: appeals procedures, exterior non-permit work, enforcement responsibilities, fundraising.
Summer Concert Series 2023: Chair Hermanson noted that we will be discussing this topic at the January
meeting with a decision to proceed at the February meeting.
Items for January 2023 agenda: RestHaven plans from SHPO, RestHaven architect invoice, Ordinance
update status, possible CD for Commission funds, and lanyards.
Next Meeting date THURSDAY, January 19, 2023 at 4:00 p.m.
