Call To Order/Roll Call 4:00 PM A regular meeting of the Citizens Public Safety Advisory Board was called to order by Vice Chair Stewart on February 23 , 2023, at 4:07 PM. A motion was made by Member Rose, seconded by Member Stewart, to excuse those members not present. VOTE: 6 - Aye, Gavin Strickland, Rodrigo Luevano - Excused, 2 - Absent Present 6 - Board Member David Bierweiler, Board Member Jennie Loveridge, Board Member Tim Stewart, Board Member Scott Hefty, Board Member Roxanne Nice, and Board Member Mark Chadwick Excused 3 - Board Member Rodrigo Luevano, Board Member Gavin Strickland, and Board Member Scott Rose Absent 2 - Board Member Jeffrey Pardue, and Board Member Cynthia Butler 2. Approval of Minutes This was approved Min 23-056 Minutes of the December 1, 2022 Meeting 3. Membership and Terms A motion was made by Chair Bierwiler, seconded by Member Loveridge, to consider Member Jeff Pardue's lack of attendance as a de facto resignation. VOTE:6 - Aye, 0 - Nay, 2 -non votes due to absences. Member Nice offered to contact Member Pardue to confirm his status. Establishing Relationships A brief discussion occurred regarding the Citizens Public Safety Advisory Board supporting Neighborhood Watch groups by providing financial assistance for printing informational items relating to their cause. Chair Bierwiler asked to move this topic to the March agenda since the new Chief of Police will start on March 6, 2023. 6. Overview of New Chief of Police, Darrel Guadnola Interim Chief Myers gave a general overview of Chief Darrel Guadnola's career. 7. Department Update(s) Deputy Chief Sadar introduced Acting Commander Aragon to the group. Acting Commander Aragon shared a brief overview of his career in law enforcement. He also provided information of the proactive work being done in a collaborative manner by an Auto-Theft Task Force consisting of multiple agencies in the metro area to target areas of where anticipated auto-theft(s) may occur. Interim Chief Myers also shared information regarding the recent purchase of the police departments new BearCat and defined the difference between a BearCat and the MRAP to include the pros and cons. Kudos were given to the officers and detectives involved in solving a large drug trafficking case and a sexual assault case that occurred in the City. 8. New Business Deputy Chief Sadar shared information of the upcoming "Cram the Cruiser" event scheduled for Saturday, February 25th. The group was also informed of the Council Retreat scheduled for February 25th at Dick's Sporting Goods Park. Interim Chief Myers shared his concern of the City not employing a Public Information Officer (PIO) dedicated to the Police Department. A motion was made by Chair Bierwiler, seconded by Vice Chair Stewart for the board to draft a letter to Council outlining the reasons the police department needs a PIO. Interim Chief Myers suggested the board work with the Executive Administrative Supervisor to draft the letter.
