Call to Order/Roll Call A special meeting of the City Council of the City of Commerce City was called to order by Mayor Ford on July 2, 2013, at 8:00 PM. Present: 9 - Mayor Sean Ford , Council Member Jim Benson, Council Member Jadie Carson, Council Member Rick A. Teter, Mayor Pro-Tem René Bullock, Council Member Crystal Elliott, Council Member Jason McEldowney, Council Member Steven J. Douglas and Council Member Andrew Amador 2. Pledge of Allegiance The Pledge of Allegiance was recited. 3. Audience Introduction The audience introduced themselves. 4. Citizen Communication No one spoke under citizen communication. 5. Presentations Commerce City Page 1 City Council Meeting Minutes - Final July 2, 2013 Pres 13-235 2013 Chip Seal Discussion Interim Public Works Director Daren Sterling reviewed the time line leading up to the anticipated start of the 2013 contract for chip sealing streets within certain areas of the city. Mr. Sterling provided Council with options available to them in regard to the current contract. Opponents: Mike Baker, 17463 E. 98th Wy. Pat Simpson, 9884 Quintera St. Concerns that Council expressed included: a growing concern over stated benefits, cracks in roads have not been sealed to allow chip seal to be effective, liability to city for postponing or canceling contract and staff needs to do a better job Council members McEdlowney and Douglas moved and seconded to direct the city manager to proceed with 1/4" chip seal and fog seal for the areas planned, conduct an urgent analysis of cracks in the areas to be chip sealed prior to application of chip seal, provide Council with a report on cracks in Fronterra and have a plan to mitigate those cracks and develop a long-term plan on commmunication and maintenance programs. Council members Benson and Amador moved and seconded to amend the motion to proceed with 3/8" chipseal on connector and arterial streets and 1/4" on residential streets.
