Call to Order/Roll Call A regular meeting of the City Council of the City of Commerce City was called to order by Mayor Ford on March 17, 2014, at 6:00 PM. Present: 7 - Mayor Sean Ford , Council Member Rick A. Teter, Council Member Crystal Elliott, Council Member Steven J. Douglas, Council Member Andrew Amador, Council Member Jadie Carson and Mayor Pro Tem René Bullock Absent: 2 - Council Member Jim Benson and Council Member Jason McEldowney 2. Executive Session A motion was made by Mayor Pro Tem Bullock, seconded by Council Member Amador, that the executive session be held pursuant to CRS 24-6-402(4)(e) for the purpose of instructing negotiators concerning the intergovernmental agreements relating to water and pursuant to CRS 24-6-402(4)(b) for the purpose of receiving legal advice concerning the I-70 reconstruction projection. Proclamations and Recognitions Commerce City Page 1 City Council Meeting Minutes - Final March 17, 2014 14-12 Recognition of Commerce City's nominees for Adams County Mayors & Commissioners Youth Award Mayor Ford read a short biography on each of the nine (9) Commerce City nominees for the Adams County Mayors and Commissioners Youth Award. Each recipient was presented with a certificate. Proc 14-04 National Service Recognition Day Proclamation Laura Wells with RSVP Advisory Council was presented with a proclamation declaring April 1, 2014, as National Service Recognition Day. A motion was made by Mayor Pro Tem Bullock, seconded by Council Member McEldowney, that this proclamation be approved. VOICE VOTE: Unanimous, all present affirmed. 6. Citizen Communication Heather Teague, 10147 Quintero St., expressed concern over the chip seal that was applied to the roads in the Reunion subdivision. RTD North Metro Representative Ashland Vaughn appeared before Council to introduce himself. 7. Consent Agenda A motion was made by Council Member McEldowney, seconded by Mayor Pro Tem Bullock, that the consent agenda be approved as presented. VOTE: Aye: 9- Mayor Ford, Council Member Benson, Council Member Teter, Council Member Elliott, Council Member Douglas, Council Member Amador, Council Member Carson, Council Member McEldowney and Mayor Pro Tem Bullock Res 2014-26 RESOLUTION APPOINTING MEMBERS TO DESIGNATED BOARDS AND COMMISSIONS OF COMMERCE CITY Res 2014-27 RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF COMMERCE CITY AND ZAK DIRT, INC. FOR EAST 104TH AVENUE IMPROVEMENTS PROJECT, PHASE 3B Ord 2002 AN ORDINANCE AUTHORIZING THE ISSUANCE BY THE CITY OF COMMERCE CITY, COLORADO OF ITS SALES AND USE TAX REVENUE BONDS, SERIES 2014; AND PROVIDING OTHER DETAILS IN CONNECTION THEREWITH 8. Presentations Pres 14-599 RTD Presentation of the Northeast Area Transit Evaluation II (NATE) program. RTD Representative Bob Boot appeared before Council to provide an update on the Commerce City Page 2 City Council Meeting Minutes - Final March 17, 2014 Northeast Area Transit Evaluation Program. He highlighted some challenges with transit up north. Those challenges include: connectivity, end-of-line location, bus to rail transition and southern alignment through HIstoric Commerce City. T 9. Administrative Council Business Deputy City Manager Hayes informed Council of a request by the Commerce City Historical Society for a 15-minute time slot on the May 19, 2014, agenda for recognition of their coloring book award winners. It was noted that many council members are also members of the historical society. Council had no objection to the request. Council discussed traffic control challenges around the flea market and the drive-in theater areas. Council discussed the challenges with notification of the ground-breaking activities around the 104th & Chambers area. 14-13 Playful City USA Nomination Support Letter A motion was made by Mayor Pro Tem Bullock, seconded by Councilmember McEldowney to authorize Mayor Ford to to sign the Playful City USA nomination support letter. VOICE VOTE: Unanimous; all present affirmed 10. Reports City Manager McBroom announced that construction acitivity has started for Walgreens and Platte Valley Medical Center at the 104th & Chambers area. Mr. McBroom highlighted various items from his weekly report emailed to Council earlier. City Attorney Gehler stated that an agreement regarding the Tower Road Pena Blvd ramp has been reached. Council reported on the Washington DC trip. and various meetings and events attended during the week. Councilwoman Carson invited everyone to eat at Chipotle's to support the Commerce City Cultural Council. 11. Adjourn The meeting adjourned at 9:00 pm In accord with the city charter, the city attorney read the title to all ordinances and resolutions adopted by Council at this meeting. Commerce City Page 3
