Call to Order/Roll Call A regular meeting of the City Council of the City of Commerce City was called to order by Mayor Ford on April 21, 2014, at 6:00 PM. A motion was made by Council member Amador, seconded by Council member Douglas to excuse Council member Benson from tonight's meeting. VOICE VOTE: Unanimous; all present affirmed Present: 8 - Mayor Sean Ford , Council Member Rick A. Teter, Council Member Crystal Elliott, Council Member Steven J. Executive Session A motion was made by Mayor Pro Tem Bullock, seconded by Council Member McEldowney, that executive sessions be held pursuant to CRS 24-6-402(4)(e) for the purpose of instructing negotiators regarding an agreement for the Victory Crossing Development and pursuant to CRS 24-6-402(4)(e) for the purpose of instructing negotiators concerning a lease for the Conter Heritage and Cultural Center. Proclamations and Recognitions Proc 14-05 Arbor Day proclamation and Tree City USA recognition City Attorney Gehler read the proclamation declaring April 21, 2014, as Arbor Day in Commerce City. Parks Development Supervisor Tony Jaramillo appeared before council to accept the proclamation. He introduced Keith Wood from Colorado State Forest Service to present Commerce City with the Tree City USA designation for the 23rd year in a row. A motion was made by Council Member McEldowney, seconded by Council Member Douglas, that this proclamation be approved. Citizen Communication Paul Solano, appeared before Council as RTD District K Representative. He thanked Council for attending a recent ground breaking event. Alex Villagon appeared before Council as a candidate for Adams County Treasurer . 7. Presentations Pres 14-600 Youth Commission Update Commission Chair Abigail Jiminez gave a PowerPoint presentation that included highlights from the NLC Conference, collaboration with the Brighton Youth Commission, visiting the state capitol, and attending the Cherry Creek Diversity Conference. . Founding members came forward and thanked Council for the opportunity to serve on the commission and attend NLC. New commission members were introduced to Council. Pres 14-618 Commerce City Historical Society Update Secretary/Treasurer Debra Bullock gave a PowerPoint presentation that included background information on the society, their mission and primary purpose of having a museum. There are currently 136 members and Ms. Bullock reviewed some of the Commerce City Page 3 City Council Meeting Minutes - Final April 21, 2014 key activities and events of 2013. Chris and Tim Hoehn from Hoehn Architects appeared before Council . They are conducting an architectural and historical survey of Derby Diamond. This project is sponsored by the Colorado Historical Society and 60 buildings have been surveyed. Within the historic context of Derby, there are six time periods: 1862 - 1889 Arrival of railroad 1889 - 1910 Founding of Derby 1910- 1941 Early Derby 1942 - 1946 Rocky Mountain Arsenal 1947 - 1975 Building boom 1976 - present Post WWII boom Pres 14-619 Commerce City Cultural Council Update President Troy Younger gave a PowerPoint presentation that provided highlights of the history of the council, their mission. purpose and goals for 2014. Mr. Younger gave an overview of sponsored events in 2013. The cultural council would like to move forward with the following recommendations: pursue a part-time administrator, obtain a portion of public art programs through CIP funding , recommend city council adopt, by ordinance, a standard of incorporation in the land development code, identify a process for establishing new themes for private development that are in accordance with the public art master plan, engage city council to discuss allocation of public spaces as new development requires, adoption of ordinances to acquire public art. Pres 14-659 Quality Community Foundation Update President Daniel Alire appeared before council and introduced members of the foundation. Mr. Alire stated that in 2014, the foundation received 39 applications and provided 39 awards for a total of $123,500. During this last year, the foundation conducted a one-day class on writing grant applications and toured some of the programs they have funded. 10. Administrative Council Business A motion was made by Council member Douglas, seconded by Council member Amador authorizing the Mayor to sign a letter in opposition of the proposed red-light camera legislation. VOICE VOTE: Unanimous; all present affirmed A motion was made by Mayor Pro Tem Bullock, seconded by Council member McEldowney to support upcoming legislation for the Home Ownership Opportunity Alliance VOICE VOTE: Unanimous; all present affirmed Council member Amador asked Council to use discretionary funds to purchase a ticket for his wife to attend a Boys & Girls Club gala event. VOICE VOTE: Unanimous; all present affirmed Council member Douglas would like stop bars at the pedestrian crosswalks at 104th & Chambers Commerce City Page 4 City Council Meeting Minutes - Final April 21, 2014 City Manager McBroom stated that Council had previously discussed the formation of a commission, with the two school districts, similar to the water commission. He has had an opportunity to meet with Adams14 School District Superintendant Sanchez, who is in full support. Mr. McBroom suggests appointing two Council members to serve monthly on this newly forming education commission. A motion was made by Mayor Ford, seconded by Mayor Pro Tem Bullock to appoint Council members McEldowney and Amador as members of this newly forming education commission and Council member Douglas will serve as their alternate. McEldowney volunteered/Amador volunteered, Douglas alternate VOICE VOTE: Unanimous; all present affirmed 14-22 Authorization for Mayor to sign Letter of Support for I-70 A motion was made by Council member Douglas, seconded by Mayor Pro Tem Bullock to authorize Mayor Ford to sign a letter of support for I-70. VOICE VOTE: Unanimous; all present affirmed 14-23 Letter of support for the I-270 TIGER Grant A motion was made by Council member McEldowney, seconded by Council member Douglas to authorize Mayor Ford to sign a letter for the I-270 TIGER grant. VOICE VOTE: Unanimous; all present affirmed 11. Reports City Manager McBroom highlighted items from his weekly report emailed to Council earlier in the day. Mayor and Council reported on attending various meetings and events 12.
