Call to Order/Roll Call A regular meeting of the City Council of the City of Commerce City was called to order by Mayor Ford on May 5, 2014, at 6:00 PM. Present: 8 - Mayor Sean Ford , Council Member Jim Benson, Council Member Rick A. Teter, Council Member Crystal Elliott, Council Member Steven J. Douglas, Council Member Andrew Amador, Council Member Jadie Carson and Mayor Pro Tem René Bullock Absent: 1 - Council Member Jason McEldowney 2. Pledge of Allegiance The Pledge of Allegiance was recited. 3. Audience Introduction The audience introduced themselves. 4. Citizen Communication Charles Wolfersberger addressed Council on behalf of the Riverdale Dunes Metropolitan District to invite them to a ribbon cutting event . 6. Approval of Minutes Min 14-156 Meeting Minutes of February 3, 2014 A motion was made by Council Member Carson, seconded by Council Member McEldowney, that the minutes be approved. Consent Agenda A motion was made by Mayor Pro Tem René Bullock, seconded by Council Member Jason McEldowney, that the consent agenda be approved as presented. FOR EAST 104TH AVENUE IMPROVEMENTS PROJECT, PHASE 3B Res 2014-49 RESOLUTION APPOINTING MEMBERS TO DESIGNATED BOARDS AND COMMISSIONS OF COMMERCE CITY Commerce City Page 2 City Council Meeting Minutes - Final May 5, 2014 8. Ordinances on 1st Reading Ord 2005 AN ORDINANCE AMENDING SECTION 7-1014 OF THE COMMERCE CITY REVISED MUNICIPAL CODE TO EXTEND THE PROHIBITION OF SMOKING IN CITY PARKS, TRAILS, OPEN SPACES AND RECREATION FACILITIES, TO INCLUDE THE USE OF ELECTRONIC SMOKING DEVICES. Boys & Girls Club participants came forward to encourage council to approve Ordinance 2005 banning the use of electronic smoking devices in city parks, trails, recreation facilities and open spaces. These same youth were instrumental in banning cigarettes in these same areas. A motion was made by Council Member McEldowney, seconded by Council Member Carson, that this ordinance be continued to a future study session. VOICE VOTE: Unanimous, all present affirmed. 9. Presentations Pres 14-627 2014 1st Quarter Update City Manager McBroom presented the first quarter update of the organization's work plan. Three main reasons for the plan include: transparancy to the community, demonstrate that daily work is aligned with council's goals, and provide staff with an understanding that their work adds value to the community. Mr. McBroom provided key highlights from each department. Pres 14-628 Capital Program Update Deputy City Manager Hayes presented council with a capital program update. Mr. Hayes highlighted the completion of program tasks that include: finalized staffing and consultant needs, issued RFPs and RFQs, completed bond issuance, finalized and adopted a procurement policy. The first of three (3) neighborhood outreaches for the Fronterra Park project was held. Council encouraged staff to erect signage to inform the public of ongoing projects. 10. Administrative Council Business None 11. Reports City Manager McBroom provided highlights of his weekly report emailed to council earlier in the day. Mayor and Council provided updates on their weekly meetings and events. 12. Adjourn The meeting adjourned at 7:40 pm.
