Call to Order/Roll Call A regular meeting of the City Council of the City of Commerce City was called to order by Mayor Pro Tem Bullock on May 19, 2014, at 6:10 PM. Pledge of Allegiance The Pledge of Allegiance was recited. 3. Audience Introduction The audience introduced themselves. 4. Proclamations and Recognitions 14-18 Recognition of Commerce City Historical Society Coloring Book Winners Members of the historical society and cultural council recognized the Commerce City Historical Society coloring book winners. Proc-14-10 Memorial Day Proclamation A proclamation declaring May 26, 2014, as Memorial Day was read and will be presented to the American Legion on Memorial Day. A motion was made by Council Member McEldowney, seconded by Council Member Carson, that this proclamation be approved. Public Hearings CU-104-14 CONDITIONAL USE PERMIT FOR THE OPERATION OF A TRANSPORATION TERMINAL FOR TRUCKS CARRYING FLAMMABLE AND HAZARDOUS MATERIALS AS WELL AS A REDUCTION IN THE FLOOR AREA RATIO AND AN INCREASE IN THE MAXIMUM FRONT SETBACK REQUIRMENT IN CONJUNCTION WITH THE OPERATION OF SAID TERMINAL - CASE # CU-104-14 Planner Paul Workman presented the case. The applicant, Groendyke is applying for a conditional use permit to operate in a new location. Granting this permit will allow for the operation of a transportation terminal for trucks carrying flammable and hazardous materials. Specifics of this request include: more room onsite for truck movement and increased maximum setback to ensure safe conditions for the trucks and trailers entering and exiting the site. Keith Hensel, appeared on behalf of the applicant to answer any questions. A motion was made by Councilmember McEldowney, seconded by Councilmember Carson, to accept the findings and recommendations of the planning commission. VOICE VOTE: Unanimous; all present affirmed A motion was made by Council Member Carson, seconded by Council Member McEldowney, that this conditional use permit be adopted. Resolutions Res 2014-59 RESOLUTION APPROVING BUSINESS INCENTIVE FOR NATIVE GRILL AND WINGS COMMERCE CITY, LLC Deputy City Manager Hayes presented an incentive request from Native Grill and Wings to support their opening at 104th Avenue and Chambers. A motion was made by Council Member McEldowney, seconded by Council Member Carson, that this resolution be adopted. Ordinances on 1st Reading Ord 2007 AN ORDINANCE AMENDING THE 2014 BUDGET OF THE CITY OF COMMERCE CITY, COLORADO BY THE RECOGNITION OF THE COLORADO DEPARTMENT OF TRANSPORTATION GRANT IN THE AMOUNT OF $3,400 FOR CLICK IT OR TICKET EFFORTS AND THE AUTHORIZATION OF THE EXPENDITURE THEREOF. A motion was made by Council Member Amador, seconded by Council Member Benson, that this ordinance be introduced by council as seated and approved on first reading. Presentations Pres 14-687 Senior Advisory Committee Bi-Annual Presentation Commerce City Page 3 City Council Meeting Minutes - Final May 19, 2014 Derrick Tripp and members of the senior advisory committees presented to council. They outlined their 2014 goals which include: Program Committee: holiday dinner meals for the homebound, expand drop-in program, work with the Health & Wellness Committee on education classes Outreach Committee: marketing table at events and outreaches, increased media outreach, better signage and outreach at the recreation center, recruitment of new participants and the development of an FAQ sheet for volunteer desk workers. Health & Wellness Committee: health & wellness programs, forever young event, medical idea sharing, dietician tours and setting an example for the senior community Umbrella Committee: review focus group information, provide updates to council and enhance communication between all users, staff, council and advisory groups. This Presentation was discussed and closed Pres 14-741 2014 State Legislative Session Recap Communications Director Michelle Halstead shared the goals for the 2014 legislative session, identified the committees role and responsibilities, Council's legislative subcommittee met on a weekly basis to review monitored legislation and approve testimony on behalf of the city. 92 bills out of 621 were tracked. This Presentation was discussed and closed 12. Administrative Council Business Councilman Amador asked that staff look at the the ballast in the chambers that is flashing on and off when the overhead lights are dimmed. 14-34 Motion to appoint a new alternate to DRCOG Current alternate member Councilman McEldowney stated that whoever is selected as an alternate to DRCOG can also participate in MVIC which is an advisory committee to DRCOG. A motion was made by Council member McEldowney, seconded by Council member Amador to appoint Council member Teter as alternate to DRCOG. VOICE VOTE: Unaniimous; all present affirmed Councilman Benson would like staff to send a letter informing DRCOG of the new appointment. 13. Reports City Manager McBroom provided Council with highlights from his weekly report emailed to them earlier. Council reported on their attendance at various meetings and events. 14.
