Call to Order/Roll Call A regular meeting of the City Council of the City of Commerce City was called to order by Mayor Ford on August 4, 2014, at 6:00 PM. Present: 9 - Mayor Sean Ford , Council Member Jim Benson, Council Member Rick A. Teter, Council Member Crystal Elliott, Council Member Steven J. Douglas, Council Member Andrew Amador, Council Member Jadie Carson, Council Member Jason McEldowney and Mayor Pro Tem René Bullock 2. Pledge of Allegiance The Pledge of Allegiance was recited. 3. Audience Introduction The audience introduced themselves. 4. Proclamations and Recognitions Proc 14-15 2014 Day of Play Proclamation City Attorney Gehler read a proclamation declaring August 14, 2014, as a day of play in Commerce City. A motion was made by Mayor Pro Tem Bullock, seconded by Council Member Amador, that this proclamation be approved. VOICE VOTE: Unanimous, all present affirmed. 5. Citizen Communication City Manager McBroom provided Council with a formal update on the 88 Drive-In. He stated that the city has been unable to reach a resolution with the owner regarding public safety issues. The following individuals addressed council. Approval of Minutes Min 14-177 Meeting minutes of June 2, 2014 A motion was made by Council Member McEldowney, seconded by Council Member Carson, that the minutes be approved. VOICE VOTE: Unanimous, all present affirmed. 7. Consent Agenda A motion was made by Mayor Pro Tem Bullock, seconded by Council Member McEldowney, to approve the consent agenda as amended. Res 2014-56 RESOLUTION APPROVING COMMERCE CITY ECONOMIC DEVELOPMENT INCENTIVES PROGRAM Res 2014-82 RESOLUTION AMENDING SECTION D OF COUNCIL POLICY #CP-2 ENTITLED “COUNCIL COMMITTEES” 8. Ordinances on 1st Reading Ord 2015 AN ORDINANCE AMENDING CHAPTER 12 OF THE COMMERCE CITY REVISED MUNICIPAL CODE TO PROHIBIT THE USE OF ELECTRONIC SMOKING DEVICES IN CITY BUILDINGS A motion was made by Mayor Pro Tem Bullock, seconded by Council Member McEldowney, that this ordinance be introduced by council as seated and approved on first reading. A motion was made by Council Member McEldowney, seconded by Council Member Amador, that this ordinance be introduced by council as seated and approved on first reading. Presentations Pres 14-788 School District 27J Update Superintendant Fiedler and Chief Operating Office Terry Lucero presented to Council. One year ago, Dr. Fiedler introduced two initiatives: quality education for all students and providing adequate resources to make quality education for all students possible. Between 2010 and 2013 the district has significantly increased the number of schools with a green performance rating. The graduation rate for the district high schools is 79.2%, the highest in Adams County. The school district has grown 102% over the last 10 years. Pres 14-707 Capital Program Update Deputy City Manager Hayes and Scott Hergenrater from CH2M Hill provided council with an upddate of the capital projects program. Staff continues to refine project schedules and a number of procurements have been completed. A project management information system is being created to serve as a dashboard for all the projects. Scott Hergenrater of CH2MHill appeared to provide a summary on the status of the various capital improvement projects: 2 in pre-design phase, 5 in design phase and 5 in construction phase. Public Works Director Maria D'Andrea responded to council questions by responding Commerce City Page 3 City Council Meeting Minutes - Final August 4, 2014 that staff and CDOT representatives are involved in discussions regarding the transition of Highway 2 to the city. Basd on grant funding that has been applied for, the city could be taking over the maintenance by the end of 2014, beginning of 2105. Pres 14-708 2014 2nd Quarter Update City Manager McBroom gave a summary of second quarter work plans. Department highlights included: Community Development - permitted 120 new residential units, 195 permits for new home construction and approved a new 21,000 square foot facility for Groendyke Parks Recreation and Golf - held seven events in the 2nd quarter and completed a youth corp project at the Shell property Public Works - submitted a TIGER planning grant for an I-270 study with CDOT on I-270, hosted first telephonoe town hall on public works topics with 712 participants Economic Development - made connections with 118 real estate professionslas and hired a new director Police Department - submitted mutual aid/funding assistance agreement to Adams County Office of Emergency Management Human Resources - awarded a $7,000 grant from Kaiser, achieved 62% participation in the city's wellnes program Finance - requests are pending for 11 grants totaling over $3 million IT - installed additional network resources to support new applications City Clerk - worked with the submcommitte to appoint eight members to various boards and commisisons Communications - held community breakfast for Boys & Girls Club raising over $2,600 and held two youth focus groups with 38 participants Pres 14-843 Budget Presentation: Information Technology IT Director John Howard presented his department budget. The budget includes an increase of $96,000 for department requests for additional computers throughout the organization and a point-of-sale system at the golf course. This Presentation was discussed and closed Pres 14-844 Budget Presentation: Finance Budget and Performance Analyst Jason Leslie presented the finance department budget. The deparment budget includes an overall decrease of $20,855. This Presentation was discussed and closed Pres 14-845 Budget Presentation: Legal City Attorney Bob Gehler presented the city attorney budget. The department budget includes a proposed reduction of $6,923. 10. Administrative Council Business Councilman Douglas asked about a zoning communication that went to the homeowners around the Irondale neighborhood. He also reported that there is a problem with weeds building up in the city's storm drains. Councilman Douglas asked about who is responsible for sidewalk drops. Mayor Ford reported a problem with Russian Thistle and asked about what happened to the weed spraying of street cracks that used to be done a long time ago. 11. Reports City Manager McBroom highlighted items off his weekly report Mayor and council reported on their attendance at various meetings and events. 12.
