1. Call to Order/Roll Call
A regular meeting of the City Council of the City of Commerce City was called to
order by Mayor Ford on April 20, 2015, at 6:00 PM.
A motion was made by Councilman McEldowney, seconded by Councilman Amador,
to excuse Councilman Teter from tonight's meeting.
VOTE: 8 aye, 1 excused (Teter)
Present: 8 - Mayor Sean Ford , Council Member Jim Benson, Council Member Crystal
Elliott, Council Member Steven J. Douglas, Council Member Andrew
Amador, Council Member Jadie Carson, Council Member Jason
McEldowney and Mayor Pro Tem René Bullock
Excused: 1 - Council Member Rick A. Teter
2. Pledge of Allegiance
The Pledge of Allegiance was recited.
3. Audience Introduction
The audience introduced themselves.
4. Proclamations and Recognitions
Proc 15-15 Commerce City AOK Day Proclamation - Transforming our community
through Acts of Kindness
Mayor Ford read a proclamation, drafted by Adams City Middle School Students,
declaring May 6, 2015, as AOK (Acts of Kindness) Day in Commerce City.
A motion was made by Council Member Carson, seconded by Council Member
Douglas, that this proclamation be approved. VOTE:
Aye: 8- Mayor Ford, Council Member Benson, Council Member Elliott, Council
Member Douglas, Council Member Amador, Council Member Carson,
Council Member McEldowney and Mayor Pro Tem Bullock

15-25 Tree City USA Recognition
Urban Community Forester Keith Wood presented Parks Development Supervisor
Tony Jaramillo with the 24th Tree City USA Award.

15-35 Recognition of American Concrete Pavement Association's Award for
Excellence to Commerce City
Public Works Director Maria D'Andrea presented the council with the American
Concrete Pavement Association's Award for Excellence.
5. Citizen Communication
Bev Harden, 6446 Monaco, complained about noise and other issues coming from
Salon Madrid.
6. Approval of Minutes
Min 15-30 Special Meeting Minutes of February 9, 2015
A motion was made by Mayor Pro Tem Bullock, seconded by Council member
McEldowney, to allow Councilwoman Elliott to abstain from voting on the minutes of
February 9, 2015, because of her excused absence.
VOTE: 7 aye, 1 abstain (Elliott), 1 excused (Teter)
A motion was made by Council Member McEldowney, seconded by Mayor Pro
Tem Bullock, that the minutes be approved. VOTE:
Aye: 7- Mayor Ford, Council Member Benson, Council Member Douglas, Council
Member Amador, Council Member Carson, Council Member McEldowney
and Mayor Pro Tem Bullock
Excused: 1- Council Member Teter

A motion was made by Council Member Amador, seconded by Council Member
McEldowney, that the minutes be approved. VOTE:

7. Consent Agenda
A motion was made by Council Member McEldowney, seconded by Council
Member Amador, to approve the consent agenda as presented. ROLL CALL

Res 2015-29 RESOLUTION APPROVING A QUITCLAIM DEED DEDICATING
CERTAIN CITY-OWNED PROPERTY AS RIGHT-OF-WAY
8. Administrative Council Business
Councilwoman Elliott asked for council approval to attend an out-of-state conference.
A motion was made by Councilman Benson, seconded by Councilman Amador to
approve the $3,600 expense to attend an out-of-state conference.
VOTE: 8 aye, 1 excused (Teter)
Councilman Douglas brought forward the follwing requests: update on the new
Waste Management trash collection program, construction trailers being left on
neighborhood streets for extended periods of time, and relocating the bus stops at
104th & Chambers
9. Reports
Mayor and council reported on their attendance at various meetings and events.
10. Executive Session
15-26 An executive session pursuant to C.R.S. 24-6-402(4)(e) for the
purpose of developing strategy for negotiations concerning Economic
Development Incentives in Commerce City
A motion was made by Councilman McEldowney, seconded by Councilman Douglas
to amend the agenda to remove the executive session.
VOTE: 8 aye, 1 excused (Teter)
11. Adjourn
The meeting adjourned at 7:28 pm.
In accord with the city charter, the city attorney read the title to all ordinances and
resolutions adopted by Council at this meeting.
